Up to 900 refugees from Fallujah feared dead after being kidnapped by anti-Isis militia in Iraq

The UN said at least 49 of those kidnapped had been killed and up to 900 remain missing
Up to 900 men and boys who fled their homes near Isis’ former stronghold of Fallujah remain missing in Iraq after being abducted by a militia accused of torturing, shooting and beheading civilians.
The United Nations said captives who have since been freed by the paramilitary group reported a litany of war crimes and atrocities after they sought refuge from battles between Isis and Iraqi forces last month.
Those abducted had been among 8,000 civilians who fled the village of Saqlawiyah, north of Fallujah, as fighting intensified on 1 June.

New Violations Belie US Reference to ‘Isolated Atrocities’

On June 4, 2016, Prime Minister Haider al-Abadi opened an investigation into allegations of abuse and three days later announced unspecified arrests and the “transfer of those accused of committing violations to the judiciary to receive their punishment according to the law.” Government officials, however, have not provided information in response to Human Rights Watch inquiries since mid-June about the status of the investigation, who is conducting it, or steps taken so far.
“Failing to hold fighters and commanders accountable for grave abuses bodes very badly for the looming battle for Mosul,” said Joe Stork, deputy Middle East director. “Serious investigations and prosecutions are essential to provide justice to victims and their families, and to deter atrocities by government forces.”

في 4 يونيو/تموز 2016، فتح رئيس الوزراء حيدر العبادي تحقيقا في مزاعم سوء المعاملة وأعلن بعد 3 أيام عن اعتقالات غير محددة و"إحالة المتهمين بارتكاب تجاوزات إلى القضاء لينالوا جزاءهم وفق القانون". لكن المسؤولين الحكوميين لم يقدموا المعلومات ردا على استفسارات هيومن رايتس ووتش منذ منتصف يونيو/حزيران بشأن وضع التحقيق، من يُجريه، أو الخطوات المُتخذة حتى الآن.
قال جو ستورك، نائب مدير قسم الشرق الأوسط: "الإخفاق في مساءلة المقاتلين والقادة عن الانتهاكات الجسيمة يُنذر بأخطار في معركة الموصل. التحقيقات والملاحقات القضائية الجادة ضرورية لتوفير العدالة للضحايا وأُسَرهم، وردع القوات الحكومية عن ارتكاب الفظائع".

The cradle of civilisation has become a free for all. Twenty five years after a US-led international coalition of states invaded Iraq in Operation Desert Storm, the situation in Iraq remains as deadly as ever. 16,115 civilian deaths were recorded in 2015, with many more injured.

On 1-15 March 2016 alone, according to Iraq Body Count (IBC), 570 civilian deaths were recorded. This includes 60 deaths (39 civilian) and at least 70 injured in a suicide bombing on a checkpoint near Hilla on 6 March. This attack was claimed by the Islamic State in Iraq and Levant (ISIL) militant group and received extensive international media coverage.

قد لا يتعرف الكثيرون على القيسي عند اللقاء به شخصيا، او رؤية صوره المنشورة وهو يتحدث في الندوات. الا انهم ستعرفون 
عليه، حتما، حالما يرون صورته التي تم توزيعها في جميع انحاء العالم، واصبحت مطبوعة في الذاكرة الجماعية، عربيا وعالميا، كرمز للتعذيب في معتقل أبو غريب، ببغداد، من قبل قوات الاحتلال الأمريكي، وبصمت وتبرير الساسة العراقيين المتعاونين معه. علي شلال القيسي هو ذلك المعتقل الذي ارادوه بلا وجه ليحرموه من انسانيته، فاصبح وهو الموضوع على صندوق، مادا ذراعيه المربوطتين بالاسلاك الكهربائية جانبا، رمزا للأنسان المعذب، كاشفا عن الوجه القبيح لأدعياء حقوق الانسان. 
تزامن اصغائي للخلفي والقيسي مع انعقاد مجلس حقوق الإنسان التابع للأمم المتحدة، فى جنيف، في دورته الحادية والثلاثين. فما يجمع الاثنان، بالاضافة إلى تعرضهما للاعتقال والتعذيب، اختيارهما النشاط في مجال الدفاع عن حقوق الانسان، كطريقة يواصلان خلالها نضالهما السلمي، لتحقيق العدالة والكرامة. فأسس القيسي جمعية «ضحايا الاحتلال الأمريكي في العراق» وأسس الخلفي جمعية «صوت الأنسان» لتكون «صوت الانسان ضد القهر والظلم والقمع وطمس الحقائق من اي…كائن كان».
اختارا ان تكون تجربتهما لا اداة انتقام يتماثلون من خلالها مع الجلاد بل مسارا يتسامون فيه على نزعات الانتقام، لأيمانهما بانها ستقود، بالنتيجة، إلى خرابين : شخصي وعام. خراب الذات والبلد.

حقوق المرأة وإستغلالها للترويج للإحتلال انذاك. إستنبطت زنكنة مفهوم” نسوية الإستعمار” الذي اضيف   لأساليب الإحتلال الذي استغل مجموعة من نساء العراق ليروّج لهعن طريق المنادات بتحرير المرأة.وكنّ بوقا للغزو ناقدا لما قبله من تعد  على حقوق المرأة ومروجا لدور اللإحتلال في تحرير المرأة العراقية. أطلقت زنكنة مصطلح “القوة الناعمة” على هذا الاأسلوب الاستعماري الذي لوحظ أيضا في تونس وهو ما أضافه الحضور في هذا اللقاء الأدبي. إذ أدرجت إحدى ضيفات اللقاء أنّ الرئيس السابق زين العابدين بن علي كان قد إستخدم نفس المبدأ طوال سنوات حكمه فقد أحاط نفسه بنماذج نساء “متحررات” كنّ يروجن لنظامه الذي منّ عليهنّ بالحريّات حسب تصورهنّ. وعلى إختلافهما إتتفقت كلّ من التجربتان العراقية والتونسية على نتيجة واحدة وهو زيف إنجازات ونجاح هاته النساء اللات ما إن اندثرت انظمتهنّ الدّاعمة حتّى إندثرن بدورهنّ كسحابة صيف. هنا مربط الفرس حيث نعلم انّ الحقوق تفكّ ولا تعطى. الأمر الذي يجعلنا نفكّر مليّا في غايات أبواق المنادين بحقوق المرأة اليوم إذ علينا أن نميّز بين الغثّ والسمين وألاّ ننقاد وراء كلّ من نادى بالحقوق والحريات دون استقصائها.
وعن موقع المرأة العربية أجابت زنكنة أنّ هناك تشابه كثير بين حركات تحرير المرأة فشابهت بين مجلة الأحوال الشخصية وقانون الأسرة في العراق: كلاهما يضمن حقوق المرأة والأسرة. كما ذكرت كمثال للمرأة التونسية الرائدة “أروى القيروانية” وهي أميرة أغلبية أصيلة مدينة القيروان منحت نفسها الحق تطليق نفسها من أبي جعفر المنصور بعد أن اشترطت عليه أن يقر في عقد زواجها أن لا يتزوج عليها امرأة ثانية . وقد اقترن إسمها بصداق خاص سمي الصداق القيرواني.

في رسالة مصورة موجهة إلى العالم، نسمع شابا عراقيا من سكان محافظة ديالى، شمال شرقي بغداد،يترحم على استشهاد شقيقه ثم يوجه بقلب لم يعد يتسع للمزيد من الموت، نداء لانقاذ ديالى التي تتعرض للذبح «فالجثث بالشوارع. وسيارات الميليشيات تجول الشوارع وتنادي عبر مكبرات الصوت، تطالب السكان من السنة بالخروج، تأمرهم بالرحيل والا قتلوا». ثم يتحدث بغضب عن الساسة المشاركين بالعملية السياسية على اساس تمثيل السنة، قائلا: «أطلع. استقيل. وصلت الدماء حد الركبة».

يعيش المواطن اليوم كابوسا، دائما، بلا ملامح. واذا كانت منظمة داعش قد تم تبنيها، سياسيا وإعلاميا، لتكون الوجه الأبرز في ترويع المواطن وإرهابه، فان حصره في زنزانات كونكريتية، بلا منافذ، وتعذيبه وقتله، من قبل ميليشيات، يطبل ويزمر لها باعتبارها البطل المنقذ، لايقل وحشية عن داعش.
واذا كانت صفة «المظلومية» قد استغلت، سياسيا، بشكل مشوه ليسيء، في النهاية، إلى ذات الطائفة التي استنبطت من أجلها، فانها وبدلا من تجاوزها كشرط أساسي للمحافظة على وطن يتسع للجميع، تم تكريسها، تاريخيا وأبديا، في ظل حكومات طائفية تشرعن الافعال الانتقامية.
ان الصمت على وحشية وجرائم الميليشيات، جريمة لا تغتفر، كما هو الصمت على جرائم المحتل، ايا كانت جنسيته، كما هو الصمت على جرائم داعش، كما هو الصمت على جرائم نظام لم يعد يمثل غير مصالح ذاتية لحفنة من الفاسدين، على كل المستويات، وتجاوزت الفساد المالي والاداري.

Iraq: Humanitarian Snapshot (as of 6 February 2016)

In the past year, the number of people in need in Iraq has doubled. The humanitarian disaster touches nearly one-third of the population – 10 million people; a fiscal collapse has resulted in widespread unemployment and impoverishment; and insecurity and violence are putting millions of Iraqis at direct risk. The humanitarian community is appealing for US$861 million in 2016 to provide some form of humanitarian assistance to 7.3 million people. With the ongoing conflict, the humanitarian crisis in Iraq is likely to deteriorate in the year ahead. Depending on the intensity of military operations, more civilians are expected to be in need, forced to seek assistance from the Government, religious foundations or humanitarian organizations. Hundreds of thousands of people are likely to remain trapped in besieged areas in desperate need of assistance; where escape is difficult, if not impossible. Thousands of families could be caught between the front lines of opposing forces.
RAMADI AND SURROUNDINGS
About 4,000 people have been displaced from Ramadi following intensified military operations in late December and are now sheltering in camps established by authorities in Habbaniyah Tourist City and Ameriyat al Falluja in Anbar Governorate. Humanitarian partners have provided emergency response to people in need such as drinking water, ready-to-eat food, hygiene kits and health assistance.
Humanitarian partners continue to provide humanitarian assistance and protection monitoring for an estimated 75,600 displaced people in Ameriyat al Falluja and about 38,600 people in Habbaniyah Tourist City. Protection concerns relating to screening and detention of men and boys have been reported, including family separation. Freedom of movement is reportedly limited.

UNICEF the killing of Children in Iraq

Statement by UNICEF Iraq Representative, Peter Hawkins and UN Special Representative of the Secretary General for Iraq, Ján Kubiš

Since the beginning of this year, 189 children have been killed and a 301 injured due to conflict in Iraq.
BAGHDAD, Iraq, 3 December 2015 - "The ongoing conflict in Iraq is taking a heavy toll on the country’s most vulnerable citizens – its children.

"In one incident on 26 November, eight children were reportedly killed and six injured during a military operation in Al Halabsa village, near the city of Fallujah.  Most children were under 10 years old. The incident happened at night, when people were likely to be in their homes.  The UN is verifying an additional 15 incidents registered in October and November of attacks on civilian areas in Fallujah, by all parties to the conflict. UNAMI and UNICEF remain very concerned with the safety of Iraq’s children who continue to suffer from the effects of hostilities across the country. Ongoing operations in Ramadi, Mosul, Tala’afar and other conflict-affected areas in Iraq raise the risk of additional grave violations of child rights. 

"Since the beginning of the year, a total of 189 children have been confirmed killed and another 301 injured as a result of the conflict in Iraq. In addition, hundreds of children in conflict-affected areas have been prevented to access basic services, such as health or education due to attacks on schools and hospitals. For instance, in Ramadi alone a total of 45 schools have been destroyed or damaged as a result of conflict since last year.

"UNAMI and UNICEF urge all parties to the conflict to abide by the principles of proportionality and distinction in the course of military operations, to protect children and other civilians from the effects of violence to the maximum extent possible, and to respect the civilian nature of schools and medical facilities.

Iraq: Kurdistan Regional Government must rein in armed political party militias and investigate killings during protests

Prosecutors Fail to Investigate

On September 18, three groups of men in civilian clothes grabbed, beat, and carried off three activists after they left a demonstration in Tahrir Square in Baghdad, all three activists told Human Rights Watch. The incidents, at about 7:30 p.m., took place between Saadoun and Abu Nuwwas Streets and in plain sight of uniformed Iraqi soldiers operating two nearby checkpoints.
The men first abducted Ali Hashim, a 37-year-old local activist. A second group beat and then dragged away Imad Taha, 50, who ran toward Hashim’s cries for help. And the third stopped and seized Dhirgham Muhsin, 28, as he went toward where he heard Taha being beaten. All three were forced into a Ford pick-up, blindfolded, and handcuffed from behind, then driven to a building a few minutes away, all three told Human Rights Watch.

HRW Sectarian militia abuses after 'recapture' of Tikrit

In December 2014, following international criticism of militia abuses during the operations to retake the town of Amerli, Prime Minister Haider al-Abadi promised to bring the militias—formally part of the Popular Mobilization Forces but in practice independent actors—under state control. The massive unlawful destruction of houses following the recapture of Tikrit shows that reining in the militias and holding accountable those responsible for crimes remains an urgent priority. The Iraqi cabinet on April 7 formally recognized the Popular Mobilization Forces as state security forces directly responsible to the prime minister, who is commander-in-chief, but Iraqi authorities have not made available any details indicating increased command responsibility and very limited accountability for past crimes.

In Tikrit city and al-Bu ‘Ajil as well as in the nearby towns of al-Dur and al-Alam, satellite imagery analysis corroborated residents’ accounts of large-scale destruction after the defeat of ISIS. ISIS had destroyed some buildings before they were pushed out and some buildings were destroyed or damaged during military clashes. After the recapture of the area Iraqi government forces and militias used technical teams to defuse or blow up what they said were hundreds of improvised explosive devices (IEDs) that ISIS placed on roads and in buildings to slow their advance. Some damage may therefore be attributed to setting off these IEDs. However the scale and nature of the destruction, with scores of entire houses collapsed, point to the use of more powerful explosives used in a systematic way.

HRW Dispatches: Doomed to Repeat History on Iraq?

Six years ago, the United Nations Human Rights Council lauded Sri Lanka’s commitment to the “promotion and protection of all human rights” at the close of its bloody conflict with the Liberation Tigers of Tamil Eelam, a group that had committed horrendous abuses. Just two years later a UN panel concluded that tens of thousands of civilians might have been killed during the last five months of the war, most by unlawful government shelling.
Despite that recent debacle, the Human Rights Council stands poised to repeat the mistake, this time in a resolution over another bloody conflict – in Iraq.
Drafted by Iraq itself and put forward by the group of Arab states at the Council, the resolution was circulated the same day the UN High Commissioner for Human Rights reported that Iraqi security forces and affiliated militias “carried out extrajudicial killings, torture, abductions and forcibly displaced a large number of people, often with impunity,” noting that by doing so, they “may have committed war crimes.” Human Rights Watch’s own reporting on similar abuses was more detailed, and even more damning.

International Lawyers Seek Justice for Iraqis

The conference represents the most powerful and most current organized attempt in the world to bring justice to those responsible for the catastrophe in Iraq, and included powerful international lawyers like International Court of Justice lawyer Curtis Doebbler and Louie Roberto Zamora Bolanos, a lawyer from Costa Rica who successfully sued the government of his country for supporting the war in Iraq.
Their goal for the conference was to begin taking concrete steps toward international lawsuits that will bring former UK Prime Minister Tony Blair and former US President George W. Bush, along with those responsible in their administrations, to justice for the myriad war crimes committed in Iraq.

Dispatches: Iraq – Fanning the Flames, or Telling the Truth?

Human Rights Watch released a report today that extensively documents abuses of women in Iraq’s criminal justice system - illegal arrests, detention, extensive torture, and ill-treatment, including sexual abuse, during interrogations. We showed how Iraq’s hobbled judiciary frequently convicts women based on coerced confessions and secret informant testimony, and how women are often detained for months and even years without charge.
But, many people – activists, journalists, and above all, government officials – urged me not to release the report. Their fear: it might only inflame the sectarian violence that’s threatening to tear the country apart.
Violence in Iraq has reached levels not seen since the 2006-2007 civil war. Sectarian tensions are also extraordinarily high, fueled by ongoing fighting in Anbar province among Al-Qaeda, the Islamic State of Iraq and the Sham, other armed insurgents fighting both with and against the government, and Iraqi security forces, and by politicians’ jockeying for upcoming parliamentary elections. Iraqis fear that every attack and every report of abuse could trigger the next civil war.
Many of those who advised against releasing the report asked me whether I shouldn't lower my voice for a time, at least until things “blow over” – especially when it comes to talking about abuses that frequently appear to be sectarian: “Aren’t you throwing fuel on the fire?”
It’s a legitimate question. But it also tells me the discussion around why Iraq is in such acute crisis has strayed too far from the roots of the problem. Clearly Iraq needs to protect its citizens from armed groups’ violent attacks, which can wreak general havoc and cause a humanitarian crisis, as in Anbar. But the government also takes advantage of fears of the terrorist threat to brutally suppress dissent. The violence in Anbar is just the most recent example of how the government’s use of violent measures in the name of counterterrorism has accelerated the country’s crisis: the Anbar fighting began thanks to the government’s attempt to suppress Sunnis’ legitimate protests against abuses. Security forces’ brutal methods are amply documented in today’s report on abuses of women, which frequently occurred during counterterrorism operations.
The best way to refocus attention on the fuller causes of the abuses in Anbar, and the violence that, daily, threatens Iraqis throughout the country, is to raise, not quiet, our voices, to recall a critical source of the problem, and to redirect attention to a real solution – that is, the urgent need for the government to end rights violations and make good on its promises of reform.

On that day, for the first time in human history , people of every nation on earth said “NO” to a war before it began .
Johnnesburg: Stop the W-ar!By the 10's of millions, starting in New Zealand and Australia and sweeping westward over the globe for 24 hours, people poured into streets and public places to shout with one voice, “NO WAR ON IRAQ!”

In the face of this overwhelming, universal cry for peace, the US and UK repeatedly lied and invaded Iraq, which says all that needs saying about the supposed “democracies” we live in. Even the staid New York Times was moved to admit that “there may still be two superpowers on the planet : the United States and world public opinion.”
If you were part of that earth-shaking cry for peace, you can remember the exquisite, breathtaking feeling of being part of something our species had never done before.
As long as we remember the power we exercised on that day it will be ours to use whenever we call it forward, as the Occupy movement did most recently.

فحص العذرية يلاحق العراقيات



تواجه نساء عراقيات اوامر قضائية تنص على اجراء فحوص عذرية لهن عشية الزواج، او حتى بعد الليلة الاولى، ما يعرض المراة لاحراج كبير، ولخطر اكبر ايضا.

BAGHDAD — Iraqi women face court-ordered virginity tests that often show they were virgins until marriage but shame them nonetheless, doctors at an institute that carries out the tests and a lawyer told AFP.
Remaining a virgin until marriage can be an issue of life or death for women in the Middle East, where those who are seen as having dishonored the family by having premarital sex are sometimes killed by male relatives.
An average of several virginity tests are performed per day at the Medical Legal Institute (MLI) in Baghdad, in a small windowless room with blue-tiled walls and a black table with leg stirrups at one end.
Other equipment includes a white scope on a wheeled stand and a bright white light, also on wheels, near the end of the table.
"Most of the cases we received after the first day of marriage," said Dr. Munjid al-Rezali, the director of the MLI.
"The husband claims that she is not a virgin, and then the family bring her here, through the courts, this all come through the courts, and we examine her," Rezali said, speaking in English.
"It's not uncommon, we are seeing a lot," he added.
The tests include examination of the woman's hymen, but the man involved may also come under scrutiny.
The man may be tested for impotency, Rezali said, noting that in some cases, a man with erectile dysfunction may pretend the woman was not a virgin to hide his shame.
The results of the tests go directly to the courts, and are not given by the MLI to the parties involved, Rezali said.
"They think that during the marriage, (the) first day of marriage, there should be blood ... they think if there is no blood, there is no virginity," said Dr. Sami Dawood, a forensic doctor at the MLI who has been involved in the tests.
This belief, he said, indicates that sex education and knowledge is "very poor."
If a man thinks his new wife is not a virgin, he may take the issue to court, leading to the MLI performing a virginity test, said Dawood.
Asked about the results of the tests, Dawood said that "most of them (are) with the woman, not against the woman, but it is by itself... shaming."
However, he said that while women were killed in the past if blood was not found on the sheets after their wedding night, people now seek recourse through the courts and the virginity tests procedure.
The test, which takes between 15 and 30 minutes, is carried out by three doctors, at least one of them a woman, and the results are certified by two others, said Dawood, adding that the tests are done only when ordered by a court.
"The judge is required to send the woman for the medical test when she is accused by her husband of not being a virgin, and that is only done in this case," lawyer Ali Awad Kurdi said.
"If it is proved that the woman was not virgin and sought to get married without telling the man, there is no law that protects her," Kurdi said.
The woman's family is then required to recompense the man for gifts, money and other expenditures related to the relationship.
Various Iraqi judicial officials either declined to speak about the issue, or could not be reached by AFP.
"Non-governmental organizations do not have any means of protecting women from this accusation of this crime, because it is a very sensitive matter," said Intisar al-Mayali, an activist from the Iraqi Women's Association, a local rights group.
Marianne Mollmann, senior policy adviser for rights group Amnesty International, called virginity tests both wrong and ineffective.
"The issue of virginity testing, and forced virginity testing and sort of legal virginity tests in court proceedings or in other ways, violate a whole host of human rights and are just not justifiable," she said.
"Even if it were legitimate to look at whether women were virgins for whatever reason, which it's not, you can't use a virginity test for that, because the hymen might break for any reason," Mollmann said.
The test "doesn't do what it's set out to do."
Liesl Gerntholtz, the director of the Women's Rights Division at Human Rights Watch, said: "The Iraqi government should urgently put measures in place to ensure that women and girls are not forced to undergo physical examinations that are degrading, painful and frightening."
"The use of these tests in court should be banned."

التعذيب وازدواجية معايير الاخوان المسلمين

منذ لجوئه الى اقليم كردستان، و'نائب رئيس الجمهورية' طارق الهاشمي، يتحدث مدافعا بقوة عن حقوق الانسان، اما بشكل شخصي او من خلال بيانات مكتبه (آخرها الثلاثاء الماضي)، داعيا الى 'كشف المستور عن واقع السجون والمعتقلات في العراق وما يحصل من انتهاكات... ووجود سجون سرية تحوي معتقلين يتعرضون الى ابشع صنوف التعذيب الجسدي والنفسي لاجبارهم على التوقيع على اعترافات غير صحيحة'. 
وتتزامن هذه التصريحات المكثفة عن كشف ' المستور' من المعتقلات والتعذيب بعد ان اتهمه رئيس الوزراء نوري المالكي بالارهاب مهددا، بدوره، بكشف 'المستور' من ملفات 'الارهاب' الهاشمي. 
ولقضية الاتهامات المتبادلة ما بين الهاشمي والمالكي، ومن لف لفهما ضمن العملية السياسية، ما هو ابعد من الارتياح الى فكرة ' اذا اختلف الحرامية ظهر المسروق'. فالقضية تجاوزت المسروق أو المنهوب الذي بلغ المليارات، الى قضية انسانية أعمق وأثمن وهي حقوق الانسان. وهي القضية الاهم، مهما كانت الظروف، اذا ما اردنا تجاوز الوضع الآني المبني، منذ تسع سنوات، على الانتقام الشخصي، وبمفارقة محزنة، تحت مبرر التعرض للاعتقال والتعذيب والتهجير سابقا. وهو تبرير صار يقودنا كالعميان الى الحكم على ابنائنا واحفادنا بالموت اعتقالا وتعذيبا وتهجيرا. ولن يتم تصحيح الاوضاع مالم يوضع حد لدائرة العنف المستشرية في نظام مبني على التقسيم الطائفي والعرقي والديني ووفق منظور ضيق لايتسع لكل المواطنين بل يستند الى ان (كل إمرىء لنفسه وتبا للأخرين)، وبالعامية العراقية عن الأنانية اليومية التي تكاد تجعلها عادية : 'كل واحد يحود النار لخبزته'. وهو منظور لا يأخذ بالحسبان أذى الآخرين.
ان وفاة ثلاثة من افراد حماية طارق الهاشمي نتيجة التعذيب الشديد لانتزاع اعترافات كاذبة (حسب بيان مكتب الهاشمي) عن قيامهما والهاشمي بـ'عمليات ارهابية' هو جريمة يجب ان يعاقب عليها من اقترفها ويتحمل مسؤوليتها كل من اطلع على تفاصيلها من المسؤولين، وعلى رأسهم المالكي، ولم يتخذ موقفا واضحا وصريحا منها. ان نفي بعض الجهات الرسمية لتعذيب ووفاة رجال الحماية لا يكفي. كما لا يكفي نفي وجود معتقلات سرية يستمرىء الجلادون فيها الممارسات اللاانسانية واللا اخلاقية. فجرائم القتل والتعذيب وانعدام القضاء العادل والتحقيق النزيه تملأ صفحات مئات التقارير الدولية حول انتهاكات حقوق الانسان في العراق. وما هو مطلوب وبسرعة هو قيام لجان دولية مستقلة باجراء التحقيقات حول كل المعتقلين والسجون السرية وكيفية انتزاع الاعترافات وتحديد مسؤولية النظام القائم عن ذلك، بعيدا عن محاصصة لجان التحقيق، بانواعها، التي يتم الاعلان عن تشكيلها، بالكيلو، من قبل حكومة المالكي.
هذا من ناحية التعامل المؤقت مع جرائم حكومة المالكي، الامين العام لحزب الدعوة الشيعي. ماذا عن مسؤولية طارق الهاشمي الذي كان امينا عاما للحزب الاسلامي السني (حركة الاخوان المسلمين) قبل ان يطلب اعفاءه من منصبه حالما تم تعيينه نائبا لرئيس الجمهورية 'مدركا عظم المسؤولية الملقاة على عاتقه'؟ ما الذي قدمه الى المواطنين من خدمات ليساوي شرعنة حكومة طائفية ساهم في اضفاء صبغة 'الوطنية' عليها وهو الذي يعلم جيدا انها حكومة احتلال وتقسيم ونهب، والاكثر من ذلك كله انها حكومة تحتقر المواطن ولا تدخر سبيلا في الانتقام منه واهانته، ولم توفر له ابسط حقوق الانسان؟ 
ان الهاشمي الذي يقدم نفسه، كضحية لنظام المالكي 'الطائفي القمعي'، حسب تصريحاته الاخيرة، كان حتى الأمس القريب من دعائم ذات النظام الطائفي القمعي وجزءا لايتجزأ من 'العملية السياسية' التي مكنت حكومات ظل الاحتلال من شراء الوقت لبناء قواتها الاستخبارية والخاصة والقمعية الحالية. وكان الهاشمي في مسايرته لحكومات الاحتلال مكملا لخطى الحزب الاسلامي (الاخوان المسلمين) الذي قايض حركة المقاومة ضد المحتل بأول منصب عرض عليه من قبل الحاكم العسكري الامريكي بول بريمر في مجلس الحكم، وحال استدعاء أمينه العام د. محسن عبد الحميد للقاء الحاكم. وبرر الحزب (مثل الحزب الشيوعي) العمل مع قوات الاحتلال بذريعة القبول بالامر الواقع، و' ملء الفراغ السياسي والمشاركة مع بقية الأحزاب في القرارات المصيرية'. 
وكانت قمة قراراته المصيرية التوقيع على المعاهدة الامنية ومعاهدة الاطار الاستراتيجي مع الولايات المتحدة الامريكية 'بشرط اجراء استفتاء شعبي' في شهر تموز (يوليو) 2009، والا اعتبرت الاتفاقية باطلة، او هكذا اوهم ' الأخوان' بقية المواطنين. ومر شهر تموز ومرت السنوات ودفن شرط الاستفتاء الشعبي في مقبرة الاكاذيب المتراكمة.
وكان ' شرط' مشابه قد استخدم لتمرير الدستور، وهاهو الدستور، كما هو بعد سنوات، مصانا معصوما مقدسا لا يمسه أحد بل يرتكزون اليه كمرجعية مطلقة في كل صغيرة وكبيرة. وبقي الهاشمي، كما الأخوان، يعزفون على وتر ' تمثيل السنة'، في سباق محموم مع الاحزاب العازفة على وتر 'تمثيل الشيعة'، والشعب غارق في محنة يتغدى عليها الطرفان. ولتوضيح صورة النفاق السياسي الأخواني اكثر، فلنقرأ سوية بعض الفقرات من كلمة ألقاها طارق الهاشمي 'نائب رئيس جمهورية العراق'، في 'القمة الثالثة لمؤتمر التفاعل وبناء الثقة في اسيا' الذي عقد في اسطنبول، حزيران 2010. ولنراجع معا وصفه الاوضاع في العراق، وهي ذات الاوضاع التي يصفها بالقمعية والطائفية، حاليا، بعد تجريده من منصبه او بعد انتهاء مدة صلاحيته للعمل في ذات الحكومة. يخبرنا الهاشمي في كلمته: 'لقد نجح العراق في التغلب على العديد من التحديات التي واجهت مسيرة بناء العراق الجديد منذ سقوط النظام السابق عام 2003، واستطاع لأول مرة أن يبني مؤسسات ديمقراطية من خلال صناديق الاقتراع، ولديه الآن مجالس محلية ووطنية تشريعية منتخبة بإرادة حرة، كما لديه دستور دائم، وصحافة حرة، ومؤسسات مجتمع مدني'. 
ويؤكد الهاشمي، لكل من يخامره الشك بوجود هذه المواصفات وبارادة الشعب الحرة 'إننا فعلاً نبني عراقاً جديداً يعوض أبناءه سنوات الحرمان والحصار والحروب، ويضمن مستقبلاً لائقاً وحياة كريمة لأجياله القادمة، كما يساهم بجد وبصدق في تحقيق الأمن والاستقرار في المنطقة والعالم... وعبر السنوات الماضية حقق العراق قفزات نوعية في المجالات السياسية والاقتصادية والخدمية وغيرها'. كما يؤكد الهاشمي بصراحته واستقامته: 'ولم يعد التحدي الأمني عائقاً كما كان بعد نجاحات متميزة في فرض القانون والنظام'.
ان مسؤولية الهاشمي وغيره في الحزب الاسلامي (امتداد حركة الاخوان المسلمين) كبيرة في خداع الناس وتزوير الوعي بادعاءاتهم التبريرية حول تمثيل السنة، وشرعنة حكومة الاحتلال وتقديمها الى المواطنين باعتبارها حكومة ' الشراكة والتكافؤ الوطني'، فضلا عن سكوتهم على 'المستور' الى ان يصيبهم الفأس بالرأس فيبدأون التلميح والتهديد، ملقين اللوم على الجانب الآخر، بدون الاعتراف بالمسؤولية. ان صراع الطوائف طامة كبرى لن تنتج مشروعا وطنيا مهما كانت ذرابة ألسن الساسة. واذا لم نسرع بايجاد الحلول الحقيقية ووضع حد لها ستزيد، يوما بعد يوم، من حجم خسائرنا البشرية والمادية.

التعذيب وازدواجية معايير الاخوان المسلمين



منذ لجوئه الى اقليم كردستان، و'نائب رئيس الجمهورية' طارق الهاشمي، يتحدث مدافعا بقوة عن حقوق الانسان، اما بشكل شخصي او من خلال بيانات مكتبه (آخرها الثلاثاء الماضي)، داعيا الى 'كشف المستور عن واقع السجون والمعتقلات في العراق وما يحصل من انتهاكات... ووجود سجون سرية تحوي معتقلين يتعرضون الى ابشع صنوف التعذيب الجسدي والنفسي لاجبارهم على التوقيع على اعترافات غير صحيحة'. 
وتتزامن هذه التصريحات المكثفة عن كشف ' المستور' من المعتقلات والتعذيب بعد ان اتهمه رئيس الوزراء نوري المالكي بالارهاب مهددا، بدوره، بكشف 'المستور' من ملفات 'الارهاب' الهاشمي. 
ولقضية الاتهامات المتبادلة ما بين الهاشمي والمالكي، ومن لف لفهما ضمن العملية السياسية، ما هو ابعد من الارتياح الى فكرة ' اذا اختلف الحرامية ظهر المسروق'. فالقضية تجاوزت المسروق أو المنهوب الذي بلغ المليارات، الى قضية انسانية أعمق وأثمن وهي حقوق الانسان. وهي القضية الاهم، مهما كانت الظروف، اذا ما اردنا تجاوز الوضع الآني المبني، منذ تسع سنوات، على الانتقام الشخصي، وبمفارقة محزنة، تحت مبرر التعرض للاعتقال والتعذيب والتهجير سابقا. وهو تبرير صار يقودنا كالعميان الى الحكم على ابنائنا واحفادنا بالموت اعتقالا وتعذيبا وتهجيرا. ولن يتم تصحيح الاوضاع مالم يوضع حد لدائرة العنف المستشرية في نظام مبني على التقسيم الطائفي والعرقي والديني ووفق منظور ضيق لايتسع لكل المواطنين بل يستند الى ان (كل إمرىء لنفسه وتبا للأخرين)، وبالعامية العراقية عن الأنانية اليومية التي تكاد تجعلها عادية : 'كل واحد يحود النار لخبزته'. وهو منظور لا يأخذ بالحسبان أذى الآخرين.
ان وفاة ثلاثة من افراد حماية طارق الهاشمي نتيجة التعذيب الشديد لانتزاع اعترافات كاذبة (حسب بيان مكتب الهاشمي) عن قيامهما والهاشمي بـ'عمليات ارهابية' هو جريمة يجب ان يعاقب عليها من اقترفها ويتحمل مسؤوليتها كل من اطلع على تفاصيلها من المسؤولين، وعلى رأسهم المالكي، ولم يتخذ موقفا واضحا وصريحا منها. ان نفي بعض الجهات الرسمية لتعذيب ووفاة رجال الحماية لا يكفي. كما لا يكفي نفي وجود معتقلات سرية يستمرىء الجلادون فيها الممارسات اللاانسانية واللا اخلاقية. فجرائم القتل والتعذيب وانعدام القضاء العادل والتحقيق النزيه تملأ صفحات مئات التقارير الدولية حول انتهاكات حقوق الانسان في العراق. وما هو مطلوب وبسرعة هو قيام لجان دولية مستقلة باجراء التحقيقات حول كل المعتقلين والسجون السرية وكيفية انتزاع الاعترافات وتحديد مسؤولية النظام القائم عن ذلك، بعيدا عن محاصصة لجان التحقيق، بانواعها، التي يتم الاعلان عن تشكيلها، بالكيلو، من قبل حكومة المالكي.

ويؤكد الهاشمي، لكل من يخامره الشك بوجود هذه المواصفات وبارادة الشعب الحرة 'إننا فعلاً نبني عراقاً جديداً يعوض أبناءه سنوات الحرمان والحصار والحروب، ويضمن مستقبلاً لائقاً وحياة كريمة لأجياله القادمة، كما يساهم بجد وبصدق في تحقيق الأمن والاستقرار في المنطقة والعالم... وعبر السنوات الماضية حقق العراق قفزات نوعية في المجالات السياسية والاقتصادية والخدمية وغيرها'. كما يؤكد الهاشمي بصراحته واستقامته: 'ولم يعد التحدي الأمني عائقاً كما كان بعد نجاحات متميزة في فرض القانون والنظام'.
ان مسؤولية الهاشمي وغيره في الحزب الاسلامي (امتداد حركة الاخوان المسلمين) كبيرة في خداع الناس وتزوير الوعي بادعاءاتهم التبريرية حول تمثيل السنة، وشرعنة حكومة الاحتلال وتقديمها الى المواطنين باعتبارها حكومة ' الشراكة والتكافؤ الوطني'، فضلا عن سكوتهم على 'المستور' الى ان يصيبهم الفأس بالرأس فيبدأون التلميح والتهديد، ملقين اللوم على الجانب الآخر، بدون الاعتراف بالمسؤولية. ان صراع الطوائف طامة كبرى لن تنتج مشروعا وطنيا مهما كانت ذرابة ألسن الساسة. واذا لم نسرع بايجاد الحلول الحقيقية ووضع حد لها ستزيد، يوما بعد يوم، من حجم خسائرنا البشرية والمادية.

Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat.
Samarra was declared a World Heritage site by UNESCO at the end of June. The barracks could easily have been built elsewhere, off the archaeological site.--
