US issues threat to Iraq's $50bn foreign reserves in military deal

The US is holding hostage some $50bn (£25bn) of Iraq's money in the Federal Reserve Bank of New York to pressure the Iraqi government into signing an agreement seen by many Iraqis as prolonging the US occupation indefinitely, according to information leaked to The Independent.
US negotiators are using the existence of $20bn in outstanding court judgments against Iraq in the US, to pressure their Iraqi counterparts into accepting the terms of the military deal, details of which were reported for the first time in this newspaper yesterday.
Iraq's foreign reserves are currently protected by a presidential order giving them immunity from judicial attachment but the US side in the talks has suggested that if the UN mandate, under which the money is held, lapses and is not replaced by the new agreement, then Iraq's funds would lose this immunity. The cost to Iraq of this happening would be the immediate loss of $20bn. The US is able to threaten Iraq with the loss of 40 per cent of its foreign exchange reserves because Iraq's independence is still limited by the legacy of UN sanctions and restrictions imposed on Iraq since Saddam Hussein invaded Kuwait in the 1990s. This means that Iraq is still considered a threat to international security and stability under Chapter Seven of the UN charter. The US negotiators say the price of Iraq escaping Chapter Seven is to sign up to a new "strategic alliance" with the United States.
The threat by the American side underlines the personal commitment of President George Bush to pushing the new pact through by 31 July. Although it is in reality a treaty between Iraq and the US, Mr Bush is describing it as an alliance so he does not have to submit it for approval to the US Senate.
Iraqi critics of the agreement say that it means Iraq will be a client state in which the US will keep more than 50 military bases. American forces will be able to carry out arrests of Iraqi citizens and conduct military campaigns without consultation with the Iraqi government. American soldiers and contractors will enjoy legal immunity.
The US had previously denied it wanted permanent bases in Iraq, but American negotiators argue that so long as there is an Iraqi perimeter fence, even if it is manned by only one Iraqi soldier, around a US installation, then Iraq and not the US is in charge.
The US has security agreements with many countries, but none are occupied by 151,000 US soldiers as is Iraq. The US is not even willing to tell the government in Baghdad what American forces are entering or leaving Iraq, apparently because it fears the government will inform the Iranians, said an Iraqi source.
The fact that Iraq's financial reserves, increasing rapidly because of the high price of oil, continue to be held in the Federal Reserve Bank of New York is another legacy of international sanctions against Saddam Hussein. Under the UN mandate, oil revenues must be placed in the Development Fund for Iraq which is in the bank.
The funds are under the control of the Iraqi government, though the US Treasury has strong influence on the form in which the reserves are held.
Iraqi officials say that, last year, they wanted to diversify their holdings out of the dollar, as it depreciated, into other assets, such as the euro, more likely to hold their value. This was vetoed by the US Treasury because American officials feared it would show lack of confidence in the dollar.
Iraqi officials say the consequence of the American action was to lose Iraq the equivalent of $5bn. Given intense American pressure on a weak Iraqi government very dependent on US support, it is still probable that the agreement will go through with only cosmetic changes. Grand Ayatollah Ali al-Sistani, the immensely influential Shia cleric, could prevent the pact by issuing a fatwa against it but has so far failed to do so.
The Grand Ayatollah met Abdul Aziz al-Hakim, the leader of the Islamic Supreme Council of Iraq (ISCI), which is the main supporter of the Iraqi government, earlier this week and did not condemn the agreement or call for a referendum. He said, according to Mr Hakim, that it must guarantee Iraqi national sovereignty, be transparent, command a national consensus and be approved by the Iraqi parliament. Critics of the deal fear that the government will sign the agreement, and parliament approve it, in return for marginal concessions.

مع غياب الاحداث الدرامية في منطقة الشرق الاوسط، ركزت الصحف البريطانية الرئيسية الصادرة الجمعة على الملفين التقليديين وهما ملف العراق، الذي تحدثت فيه الصحافة البريطانية عن "ابتزاز" تمارسه الادارة الامريكية لاجبار الحكومة العراقية على توقيع اتفاقية امنية تضمن وجودا امريكا دائما في العراق، وتتحدث في الثاني عن رؤية مبعوث السلام الخاص الى المنطقة ورئيس الوزراء البريطاني السابق توني بلير في مسألة حلحلة الجمود في ملف الصراع الفلسطيني الاسرائيلي.
في صحيفة الاندنبندنت نقرأ عن الشأن العراقي حيث تقول ان الولايات المتحدة تحتجز نحو 50 مليار دولار من اموال العراق في بنكها المركزي في نيويورك وتستخدمها للضغط على الحكومة العراقية وارغامها على التوقيع على معاهدة تحالف امني استراتيجي يرى الكثير من العراقيين انها ستجعل من الوجود العسكري الامريكي في بلادهم دائميا، حسب معلومات تقول الصحيفة انها سربت اليها.
وتشير المعلومات الى تقول الصحيفة انها حصلت عليها الى ان المفاوضين الامريكيين يستخدمون ورقة 20 مليار دولار من اموال مجمدة بموجب قرارات قضائية امريكية ضد العراق للضغط على نظرائهم العراقيين من اجل القبول ببنود معاهدة امنية وعسكرية ظهرت اول تفاصيلها في ذات الصحيفة في عددها السابق، اي عدد الخميس.
وتقول الصحيفة ان الاحتياطيات المالية العراقية في الخارج محمية بأمر رئاسي امريكي يعطيها حصانة من الملاحقة القضائية، لكن الجانب الامريكي يقول انه في حال انقضاء مدة تفويض الامم المتحدة، وبدون وجود اتفاق يحل محله، ستفقد الاموال العراقية حصانتها تلك، وهو ما يعني خسارة العراق لنحو 20 مليار دولار.
وتضيف الاندنبندنت ان الولايات المتحدة قادرة على تهديد العراق بخسارة 40 في المئة من احتياطياته من العملة الصعبة لان استقلال العراق ما زال مقيدا بميراث الحصار الدولي المفروض عليه منذ غزو صدام حسين الكويت عام 1990، وهو ما يعني ان العراق ما زال يعتبر تهديدا للامن والاستقرار الدوليين بموجب البند السابع من ميثاق الامم المتحدة.
وتشير الصحيفة الى ان المفاوضين الامريكيين يقولون ان ثمن الافلات من قيود البند السابع هو التوقيع على معاهدة "تحالف استراتيجي" مع الولايات المتحدة.
وتقول الاندنبندنت ان تهديدات الجانب الامريكي تؤكد الالتزام الشخصي للرئيس الامريكي جورج بوش في الدفع باتجاه توقيع معاهدة تحالف كهذه قبل الحادي والثلاثين من يوليو/ تموز، وانها في الواقع اتفاقية بين العراق والولايات المتحدة، وهو ما دفع بوش الى عنونتها بـ "تحالف" حتى يتجنب تقديمها الى مجلس الشيوخ للحصول على الموافقة اللازمة.
ويقول العراقيون المنتقدون لهذه المعاهدة او الاتفاقية انها ستجعل العراق دولة تابعة او زبون من زبائن الولايات المتحدة تقيم الاخيرة فيها اكثر 50 قاعدة عسكرية.
وسيكون بمقدور القوات الامريكية اعتقال اي عراقي، وشن حملات عسكرية بدون الرجوع الى الحكومة العراقية، ولن يخضع الجنود او المتعاقدون الامريكيون الى المساءلة القانونية، اي انهم محصنون من اي ملاحقة من قبل القضاء العراقي.
وتضيف الاندنبندنت ان واشنطن كانت قد كررت نفيها انها تسعى الى اقامة قواعد عسكرية دائمة في العراق، لكن المفاوضين الامريكيين يقولون انه في حال وجود جندي واحد فقط خارج محيط سياج لتلك القواعد او المنشأة الامريكية، سيكون العراق، وليس الولايات المتحدة، هو المسؤول.

UNHCR appeals for $261 million for Iraqi refugee programmes in 2008

GENEVA – The UN refugee agency is seeking $261 million this year for its operations on behalf of some of the 4 million people uprooted by the conflict in Iraq.
UNHCR's Iraq Situation Supplementary Appeal covers programmes for many of the 2.2 million Iraqis displaced within Iraq, as well as the 2 million who have fled to other countries in the region, including Syria, Jordan, Iran, Egypt, Lebanon, Turkey and several of the Gulf States. The agency also cares for some 41,000 non-Iraqi refugees in Iraq, including Palestinians, Iranians, Turks and others.
UNHCR, which is funded primarily through voluntary contributions from governments, now has nearly 350 staff directly engaged in operations for Iraq and the surrounding region.
Most of the refugees outside Iraq are in Syria and Jordan and are living in urban areas such as Damascus and Amman. Many of them are running out of money and finding it increasingly difficult to get by. In addition to direct assistance to some of the most vulnerable refugees, UNHCR is supporting efforts by governments in the region that are struggling to cope with the huge numbers of Iraqis who have strained local resources and infrastructure, including schools and health systems.
UNHCR has registered more than 220,000 Iraqis in neighboring states; given health assistance for some 210,000 cases; and provided educational support in Syria, Jordan and other countries that has enabled 100,000 refugee children to attend school. Under the 2008 appeal, UNHCR has set a target of getting another 100,000 Iraqi refugee children into school, bringing the total to 200,000 by the end of the year. The agency will also continue direct assistance to vulnerable families, including a programme that provides cash cards for limited monthly withdrawals by female-headed households, widows and people with disabilities and chronic illnesses.
Funds are also being allocated to cover some of the needs of up to 15,000 Iraqi refugee families who may decide to return home during 2008. Iraqi authorities say at least 30,000 families returned in late 2007 to certain areas of the country, although UNHCR is unable to confirm that figure. The appeal document stresses that UNHCR cannot at this time promote or encourage the return of Iraqi refugees, citing continuing security concerns and other factors. The agency is ready, however, to support the government in providing assistance to those who do decide to return.
Resettlement of the most vulnerable Iraqis is also covered by the new appeal. Last year, more than 21,000 Iraqi resettlement cases were submitted to 16 governments for consideration. By early December, more than 4,500 of them had actually been resettled. UNHCR expects to submit at least another 20,000 referrals to resettlement countries in 2008.
The 2008 appeal also covers programmes for internally displaced Iraqis, but notes that getting help to many of them is extremely difficult because of insecurity in much of the country. Most of UNHCR's work inside Iraq is overseen by local staff in coordination with Iraqi aid agencies. In 2008, the agency will focus on getting assistance to 400,000 of the most vulnerable of the estimated 2.2 million internally displaced people in Iraq. Programs will include protection and legal help through a network of Protection and Assistance Centers; counseling; provision of household and shelter items; support for camps for the internally displaced; and infrastructure rehabilitation projects to increase the capacity of local communities struggling to cope with internally displaced populations.
The appeal makes special mention of the dire situation facing some 13,000 Palestinian refugees in Iraq, many of whom have been targeted by armed groups and who have been unable to find sanctuary in other countries. UNHCR will continue to seek solutions for the Palestinians, including the possibility of resettlement for the most vulnerable.
UNHCR will also strengthen its preparedness and response capacity by reinforcing its emergency stockpiles inside Iraq and in the region for up to 370,000 people.
This Iraq Situation Supplementary Appeal consolidates UNHCR's 2008 requirements which were previously announced in the Interagency Health and Education Appeals for Iraq, both of which were issued in 2007. UNHCR is collaborating closely with the UN Country Team in Baghdad on details of a UN consolidated appeal which will be issued later this month.
In 2007, UNHCR received more than $152 million for its programmes to aid uprooted Iraqis in the region and refugees inside Iraq.

Corruption 'mars Iraq rebuilding'

The US agency overseeing reconstruction in Iraq has told the BBC that economic mismanagement and corruption there are equivalent to "a second insurgency".
The chief auditor assigned by Congress, Stuart Bowen, said the Iraqi government was failing to take responsibility for projects worth billions of dollars.
Mr Bowen also said his agency was investigating more than 50 fraud cases.
Meanwhile, nearly a third of Iraq's population is in need of emergency aid, a report by Oxfam and Iraqi NGOs says.

The report said the Iraqi government was failing to provide basic essentials such as water, food, sanitation and shelter for up to eight million people.
It warned that the continuing violence was masking a humanitarian crisis that had escalated since the US-led invasion in 2003.
On Monday, six people were killed and at least 12 injured in a car bomb attack in Baghdad. The US military also announced the deaths of three of its soldiers in the western province of Anbar.
'Troubling'
US Special Inspector General for Iraq Reconstruction Stuart Bowen was appointed to audit $44bn (£22bn) allocated since 2003, after reports of widespread fraud and waste.
The agency publishes quarterly reports on the situation, most of which have complained about a serious lack of progress. Monday's report was no different.

In an interview with the BBC, Mr Bowen said corruption was endemic and described it as "an enemy of democracy".
He added: "We have performed 95 audits that have found instances of programmatic weakness and waste, and we've got 57 ongoing cases right now, criminal cases, looking at fraud."
Mr Bowen said the transfer of projects to Iraqi government control was "troubling", and expressed concern about delays and cost overruns.
The report gave the example of the Doura power station, rebuilt with tens of millions of US dollars, which fell into disrepair once it was transferred to Iraqi control.
Mr Bowen also said Iraqi ministries were struggling to administer funds.
Last year, Prime Minister Nouri Maliki's government only spent 22% of its budget on vital rebuilding projects, while spending 99% of the allocation for salaries, he said.
He said "a pathway towards potential prosperity" could be found only if oil production was brought up to optimal levels, and security and corruption effectively managed.
'Ruined by war'
The Iraqi parliament has now adjourned until 4 September, despite US calls for it to remain in session and pass already-delayed legislation.
The recess means parliament will reconvene just days before America's top commander in Iraq, Army Gen David Petraeus, reports to Congress on the US troop "surge" strategy.

His assessment will likely provide the backdrop to the next round of war spending.
The BBC's Nicholas Witchell in Baghdad says the report by the UK-based charity and the NGO Co-ordination Committee in Iraq (NCCI) makes alarming reading.
The survey recognises that armed conflict is the greatest problem facing Iraqis, but finds a population "increasingly threatened by disease and malnutrition".
It suggests that 70% of Iraq's 26.5m population are without adequate water supplies, compared to 50% prior to the invasion. Only 20% have access to effective sanitation.
Nearly 30% of children are malnourished, a sharp increase on the situation four years ago. Some 15% of Iraqis regularly cannot afford to eat.
The report also said 92% of Iraq's children suffered from learning problems.
It found that more than two million people have been displaced inside the country, while a further two million have fled to neighbouring countries.
On Thursday, an international conference in Jordan pledged to help the refugees with their difficulties. Oxfam has not operated in Iraq since 2003 for security reasons.

NEW YORK -- Reacting to a NewsMax report about Iraq's United Nations mission "raiding" the bank accounts of the organization's WMD arms inspectors, courtesy of the Bush White House and the Security Council, a senior mission official meekly insisted it was justified.
A diplomatic veteran, carried over from the Saddam Hussein government, who did not want his name revealed, insisted that the current government in Baghdad had the "right" to lay claim to the hundreds of millions of dollars that had been lying dormant in the bank accounts of the U.N. Monitoring, Observation and Verification Commission (UNMOVIC).
That U.N. organization, which had been empowered to uncover Saddam's WMD, has been essentially frozen in time since it vacated Iraq shortly before the invasion in March 2003.
It also had more than $350 million collected from U.N.-imposed tarriffs on Iraqi oil sales.
With Saddam gone and a U.S. ally installed, Baghdad insists arms inspections are no longer needed and with U.S. support wants all the money returned.
To date, almost $300 million has been removed from the UNMOVIC piggy bank and given to the Baghdad government.
Some has gone to pay Iraqi bills to various international agencies, some has gone into the Iraqi Development Fund.


That fund was created by Washington as a successor to the scandal-plagued U.N. Iraq Oil for Food Program.
It too has come under scrutiny by Capitol Hill for "unusual" expenditures.
Yet, other money has gone to Iraq's U.N. mission in NYC -- almost $42 million.
According to a letter to the Security Council by Iraqi Foreign Minister Hoshyar Zebari, that money was to go for "renovations" to Iraq's U.N. mission building and ambassador's residence.
Zebari also stated that Baghdad wanted to purchase a new U.N. mission on Manhattan's East Side, "closer to United Nations headquarters."


The Iraqi diplomatic veteran contacted by NewsMax insisted that request "was justified."
As such, he proceeded to itemize the actual costs.
Each time, the estimates came in far less than the $42 million asked from the U.N.
The highest estimate, including the purchase of a new East Side building, came to approximately $26 million.
So, where is the additional $16 million going?
The Iraqi diplomat could offer no answer.
He did confide that while the diplomatic staff (numbering about 25) did not need two buildings, the retention of the old building and the purchase of a new one made sense if you wanted to "improve" your real estate portfolio.
"Get rid of our old mission -- are you kidding?"
The diplomat referred to a townhouse on Manhattan's Upper East Side near the Metropolitan Museum of Art -- prime Big Apple real estate. "Our neighbors love us, they want us to stay," he confessed. He was also at a loss to explain how both locations could be fully staffed.
He also admitted that such "expenditures" would likely "not be understood" by those in Baghdad who often wait on long lines for food and medicines every day. Iraq's foreign minister, who penned the actual request to the U.N. for the money and who has been in NYC most of the week, was not available for comment. One veteran African diplomat summed it up:
"$42 million for the Iraqi mission ... Wow! Do know what I could do with $42 million? It is incredible, don't get me started."

مليون دولار من حساب العراق الى ممثلية العراق الدائمة لدى الأمم المتحدة لتجديد أثاث بناية المثلية ودار السفير ولشراء بناية قريبة من الأمم المتحدة . وذكرت شبكة الأخبار أن ملبغ 42 مليون دولار هو ضعف المبلغ المطلوب لهذه الأغراض ، وأنها حاولت الإتصال بوزير الخارجية العراقي الموجود في نيويورك لحضور جلسة مجلس الأمن للتمديد للقوات متعددة الجنسيات ، إلاّ أن الوزير تهرّب من اللقاء . وتشير شبكة الأخبار أخيرا بتهكم الى أن ممثلية العراق لدى الأمم المتحدة تحولت من العمل الدبلوماسي الى المضاربة العقارية كما يبدو .

ومعلوم إن الإثنين وأربعين مليونا هذه هي جزء مما تبقى من أموال العراق في حساب الأمم المتحدة ضمن برنامج النفط مقابل الغذاء . هذه الأموال كانت مخصصة لشراء الغذاء والدواء والمواد الإنسانية الأخرى لشعب العراق ، وبعد الإحتلال إستولت الولايات المتحدة عليها بموجب قرار مجلس الأمن 1483 في 22/5/2003 وألغت جميع عقود الغذاء والدواء التي كان يفترض أن تغطيها هذه الأموال وحولت 11 مليار منها الى بريمر تقاسمها مع الجلبي وبقية زمرة مجلس الحكم ، وما تبقى منها أصبحت نهبا لزيباري وممثل العراق الحالي عادل أصفهاني الذي ينتحل إسم حامد البياتي ، ولإنشطة الأمم المتحدة العبثية مثل لجنة نزع أسلحة الدمار العراقية المزعومة التي تقرر يوم أمس فقط (18/6/2007) إيقاف عملها .

ولو عدنا للوقائع فإن حكومة العراق تمتلك في نيويورك بنايتين .الأولى هي دار سكن السفير وهي بناية من ستة طوابق في أرقى حي في نيويورك وهذه البناية من المعالم المعمارية لمدينة نيويورك التي إشتراها العراق عام 1975 وكانت قبل ذلك دار سكن وزير المالية الأمريكي . والبناية الثانية هي مقر الممثلية وهي الأخرى من المعالم المعمارية لمدينة نيويورك إشتراها العراق في خمسينات القرن الماضي وتقع على بعد خطوات من متحف المتروبوليتان ( وهو أكبر متحف في العالم ) الواقع على الجادة الخامسة التي هي أرقى شوارع نيويورك . ولو أرادت الممثلية نقل مقرها الى مكان قريب من الأمم المتحدة فإن سعر بناية الممثلية الحالية يكفي لشراء ثلاث بنايات في المنطقة القريبة من الأمم المتحدة .

إن فضيحة السرقة المكشوفة هذه تضاف الى عمليات سرقة ونهب منظم وإهدارلأموال العراق تقوم بها ممثلية العراق المحتل في الأمم المتحدة ، ومنها إسكان معاون الممثل الدائم المدعو فيصل الإسترابادي في شقة في برج ( ترامب ) وهو أفخم وأغلى عمارة سكنية في العالم ( وليس في نيويورك وحدها ) وكلفة إيجار شقة نائب الممثل الدائم هي ربع مليون دولار سنويا ، في الوقت الذي يقيم فيه نظراؤه من دول مجموعة الدول الصناعية السبع كبريطانيا وفرنسا والمانيا وكندا في شقق يقل إيجارها عن نصف إيجار شقته .

ومن المثير للسخرية أن ممثل العراق المحتل ونائبه لم يسطيا على أموال العراق فحسب بل وأيضا على الألقاب العلمية ، فكلاهما يسبق إسمه بكلمة ( الدكتور ) وكلاهما لم يحصل على شهادة الدكتوراه .
لهؤلاء الذين ينهبون ويهدرون أموال شعب العراق ولا يفكرون بغير تجديد اثاث مكاتبهم والعيش الفاسد المترف الباذخ نقول : هل قرأتم تقارير وإحصائيات المنظمات الدولية الصادرة في نيويورك وكذلك إحصائيات الحكومة العراقية المنشاة في ظل الإحتلال والتي تؤكد :

أن العراق تحول خلال السنوات الأربع الماضية إلى دولة قاتمة المعالم ومجتمع غالبيته من الأرامل واليتامى والمطلقات والمعوزين تسود فيه جرائم الفساد الإداري والاعتداء على الملكية العامة‏‏والتهريب والسرقة والسطو المسلح وعمليات الاختطاف‏ والاغتصاب‏ والإدمان وفقدان الشعور بالأمن وجنوح الأحداث ‏،

وان 655 ألف عراقي قتل منذ الإحتلال الأمريكي للعراق حسب دراسة مجلة ( لانسيت ) الطبية البريطانية الصادرة في تشرين الأول 2006 ، والعدد تجاوز المليون الآن.


وان خمسة ملايين عراقي هجّروا من منازلهم منذ الإحتلال الأمريكي للعراق ، وهو يمثل نصف أعداد النازحين والمهجّرين في العالم حسب بيان المفوضية العليا لشؤون اللاجئين التابعة للأمم المتحدة الصادر يوم 18/6/2007

وأن 30% فقط من تلاميذ العراق يذهبون الى المدارس وأن نسبة الأطفال الذين يعانون من سوء التغدية المزمن وصلت الى 25% من مجموع أطفال العراق حسب تقرير اليونسيف الصادر يوم 14/4/2007 ،وأن نسبة وفيات الأطفال في العراق هي الأعلى عالميا وأن واحدا من كل ثمانية أطفال يولدون في العراق يموت قبل بلوغ السنة الخامسة من عمره حسب تقرير اليونسيف لشهر مايس 2007

وإن إحصائيات منظمة الصحة العالمية الصادرة في نيسان 2007 تشير الى وجود 4-5 ملايين يتيم في العراق ومليوني أرملة وتسعمائة الف طفل معوق.

وإن مكتب المنسق الإنساني للأمم المتحدة يقول في تقريره في نيسان 2007 أن 400 طفل يصبح يتيما كل يوم في بغداد وحدها بسبب العنف .

وأن إحصائية وزارة الصحة العراقية تقول أن 24 ألف عراقي تعاطوا المخدرات عام 2006
وإن تقارير عراقية كثيرة أكّدت أن مناطق زراعة الشلب في الفرات الأوسط تحولت الى زراعة الأفيون .
وأن إحصائية وزارة التخطيط العراقية الصادرة في مايس 2007 تقول أن هناك تسعة ملايين عراقي يعيشون تحت خط الفقر ، وأن نسبة البطالة في العراق بلغت 60% من مجموع اليد العاملة العراقية .

وأن مؤشر الدول الفاشلة لعام 2007 المنشور يوم 18/6/2007 إعتبر العراق ثاني دولة فاشلة في العالم في قائمة تتكون من ستين دولة فاشلة .

وإن تقرير اللجنة الدولية للصليب الأحمر ليوم 11/4/2007 يقول أن حياة وكرامة العراقيين تتدهور بإستمرار تحت الإحتلال وأن العراقيين أخذوا يعزفون عن الذهاب الى المستشفيات خوفا من أن يخطفهم ويقتلهم منتسبو هذه المستشفيات .

وإن خمسين ألف عراقي معتقلون حاليا في سجون الإحتلال وسجون وزارة الداخلية والدفاع بدون تهمة محددة ، وأن تقرير منظمة مراقبة حقوق الإنسان لعام 2006 أكّد تفشي التعذيب في سجون وزارة الداخلية العراقية .

وإن تقرير بعثة الأمم المتحدة لمساعدة العراق للفترة من كانون الثاني الى نهاية آذار 2007 أشار الى تفشي حالات الإعدام خارج أطار القانون والقتل المستهدف والقتل العشوائي وإغتيال العلماء والأكاديميين وإنتهاكات واسعة للقانون ترتكبها المحكمة الجنائية الخاصة وإنتهاكات واسعة لحقوق الإنسان تجري في العراق.

وأخيرا اشير ممثل العراق المحتل ونائبه في الأمم المتحدة الى الوقائع المرعبة التي كشفت يوم 19/6/2007 عن تعذيب وتجويع وإغتصاب الأطفال الأيتام في أحد مؤسسات رعاية الأيتام الحكومية في بغداد ، وأكرر مؤسسة رعاية الأيتام ، لكي نتصور شكل إنتهاكات حقوق الإنسان التي تجري في سجون العراق .
هذا بعض ما يجري في العراق المحتلّ . لربما لم يطلع ممثل العراق الدائم في الأمم المتحدة ونائبه على هذه التقارير والإحصائيات ، لكني أكاد أجزم أنهما إطّلعا على تقرير منظمة الشفافية العالمية التي وضعت العراق في رأس قائمة الدول الفاسدة في العالم ، وأنهما وجدا فيه بعض العزاء فهما ليسا السارقين الوحيدين في هذا النظام المسخ .
لو كان لممثل العراق الدائم ونائبه شيء من ضمير لكانا أعادا الإثنين وأربعين مليون دولار الى شعب العراق ولإستقالا من منصبيهما في هكذا حكومة صنيعة لأمريكا وإيران تقود العراق الى الدمار والتجزئة ولا تلتزم بأي شريعة أو قانون سماويا كان أم وضعيا ، وطنيا كان أم دوليا.
أقول هذا وأنا أعلم أن لا حياة لمن أنادي وأن غضبة شعب العراق العارمة وذراع مقاومته الباسلة هي التي ستقتصّ من الظالمين ، وإن غدا لناظره قريب.

From the angle of the photo, it is possible to calculate that the complex is being built at E 396388 N 3785995 (UTM Zone 38 North) or Lat. 34.209760° Long. 43.875325°, to the west of the Malwiya (Spiral Minaret), and behind the Spiral Cafe.
While the point itself may not have more than Abbasid houses under the ground, it is adjacent to the palace of Sur Isa, the remains of which can be seen in the photo. While the initial construction might or might not touch the palace, accompanying activities will certainly spread over it.Sur Isa can be identified with the palace of al-Burj, built by the
Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat.
Samarra was declared a World Heritage site by UNESCO at the end of June. The barracks could easily have been built elsewhere, off the archaeological site.--
