A report on Jeeran .net, notes that academics, artists and professionals are given preferential treatment when applying for assylum in the US. Their applications are processed speedily and young men are offered US Nationality in return for serving in the US army. Many who have taken up this offer, found themselves abandoned after 6 months and had to retun to Iraq.
The report claims this is an attempt by the occupiers to empty Iraq of all the technocrates needed to rebuild the country.

الجيران - عمان - وكالات - يقوم الاحتلال بتهجير أعداد كبيرة من العراقيين من حملة الشهادات العليا الفارين من نير الاحتلال، ويقوم بإعادة توطينهم في الولايات المتحدة. وقال أساتذة جامعيون وفنانون وأطباء عراقيون إنهم فوجئوا بسرعة الإجراءات التي تتخذها السفارة الأمريكية في عمان لغرض التعجيل بنقلهم إلى الولايات المتحدة.مشيرين إلى أن الأولوية في التهجير وإعادة التوطين لا تعتمد معايير الوضع الإنساني وإنما تستهدف النخب الاجتماعية والكفاءات العلمية بغية إفراغ العراق من العقول العلمية والطبية والهندسية في إطار مخطط التجهيل الذي يتعرض له العراق بعد الاحتلال. وقامت وفود أمريكية بالوصول إلى دمشق لتنظيم لقاءات عاجلة مع الفنانين والكفاءات العلمية وفق قوائم تحملها تلك الوفود تتضمن أسماء النخب العراقية التي اضطرتها الظروف الأمنية إلى مغادرة العراق واللجوء إلى سوريا والأردن ليعيشوا في ظروف معيشية واجتماعية قاسية، ما يجعلهم يرحبون بفرصة إعادة التوطين بأمريكا . خدمة في الجيش الأمريكي وكان من بين الذين أعيد توطينهم رؤساء جامعات من بينهم رئيس جامعة الأنبار في عهد صدام وهو بروفسور في أحد الاختصاصات العلمية النادرة، بالإضافة إلى عشرات من الإعلاميين والممثلين والفنانين وغيرهم. وأفاد عدد من الذين أعيد توطينهم بأنهم يعيشون في أمريكا في ظل ضغط ظروف قاسية بسبب عدم توافر الحد الأدنى من مستلزمات الحياة حيث تتخلى عنهم المنظمات التي تتولى توطينهم بعد ستة أشهر من وصولهم ليتولوا إعالة أنفسهم؛ ما اضطر بعضهم إلى العودة. وقد أوضح عدد من الذين شملهم التوطين أن هناك استمارات تتضمن تعهدًا من الشباب الذين تتجاوز أعمارهم 18 عامًا للخدمة في الجيش الأمريكي مقابل الحصول على الجنسية الأمريكية؛ الأمر الذي اضطر بعضالعائلات إلى رفض فرصة إعادة التوطين.

We women of Tadhamun condemn the persisting practice of arbitrary arrests by the Iraqi security forces. We condemn their arrests of women in lieu of their men folk. These are 'inherited' practices. We are alarmed by credible media reports of the Green Zone government’s intentions of executing hundreds of Iraqi men and women.

From the angle of the photo, it is possible to calculate that the complex is being built at E 396388 N 3785995 (UTM Zone 38 North) or Lat. 34.209760° Long. 43.875325°, to the west of the Malwiya (Spiral Minaret), and behind the Spiral Cafe. While the point itself may not have more than Abbasid houses under the ground, it is adjacent to the palace of Sur Isa, the remains of which can be seen in the photo. While the initial construction might or might not touch the palace, accompanying activities will certainly spread over it.Sur Isa can be identified with the palace of al-Burj, built by the Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat. Samarra was declared a World Heritage site by UNESCO at the end of June.
