قادة نقابيون من البصرة يصفون قرار غلق نقابة الكهرباء بالجائر وغير الدستوري

البصرة/ أصوات العراق: استنكر قادة نقابيون من البصرة قرار وزير الكهرباء القاضي بغلق نقابة الكهرباء ولجانها النقابية في جميع المحافظات والدوائر ومصادرة ممتلكاتها واجمعوا على وصف القرار بـ”الجائر وغير الدستوري “.
وقال رئيس المكتب التنفيذي لنقابات العمال في البصرة حسين فاضل لوكالة (أصوات العراق) “نعتبر هذا القرار خال من الشرعية والدستورية ولا يتفق مع التوجهات الديمقراطية للعراق الجديد بل هو رجوع ونكوص إلى الوراء وتكريس للاستبداد وخنق الحريات ومصادرة للرأي والرأي الآخر”.
وأضاف أن الحركة النقابية في العراق” انطلقت مطلع القرن الماضي وكان لها أمجادها وتقاليدها ولم تستطع الحكومات السابقة بكل قوتها واستبدادها أن توقف هذه الحركة الظافرة طوال قرن من الزمن “.
وأشار إلى أن قرار رقم 150 لسنة 80 الذي “اصدره صدام حسين القاضي بحل نقابات القطاع العام قد جوبه برفض من قبل عمال العراق وعمال العالم، ولم نعرف هل أن هذا القرار يحاول الاستنجاد بهذا الإرث الذي أصبح من مظاهر تلك الفترة التي رفضها الشعب العراقي”.
ورأى فاضل أن غلق النقابات هو “قرار غير دستوري على الرغم من أن قرار صدام سالف الذكر (150) لم يزل ساريا، إلى أن الدستور العراقي قد كفل حق العمال بتنظيم نقاباتهم”، مشددا بالقول أن من “غير المفهوم وغير المعقول أن يطبق على القادة النقابيين مايطبق على الإرهابيين حيث أشار قرار وزير الكهرباء بالتعامل مع القادة النقابيين الذين يرفضون تسليم نقاباتهم إلى الشرطة، كما لو كانوا إرهابيين وتطبق عليهم مادة 4 إرهاب”.
ولفت إلى أن اتحاد نقابات العمال كان في “نيته أن يعلن الاعتصام في دائرة الكهرباء الخميس فقد توجه قادة نقابيون من نقابات السكك والموانئ والبلديات لكن الإجراءات الأمنية الكثيفة حالت دون دخول النقابيين المتضامنين وتنفيذ الاعتصام “.
وأصدرت وزارة الكهرباء يوم 20/7 قرارا بغلق النقابات الخاصة بوزارة الكهرباء ومنع ممارسة أي نشاط نقابي ووضع اليد على ممتلكات وسجلات هذه النقابات، وأوعزت إلى الجهات الأمنية بتنفيذ ذلك وقامت الأجهزة الأمنية بتنفيذ ها القرار اليوم (الخميس) بالبصرة.
وقالت رئيسة نقابة الكهرباء (أم محمد ) لوكالة (أصوات العراق) ” فوجئنا صباح اليوم بدخول الشرطة على نقابتنا وقيامها بإغلاقها ووضع يدها على السجلات الخاصة والوثائق وتجريدها من محتوياتها”، مضيفة “في الوقت الذين نقول فيه أن الحقوق النقابية مكفولة بالدستور نقول أن ما قامت به قوات الأمن تنفيذا لقرار وزير الكهرباء هو سابقة خطيرة لم تجرؤ على فعلها الأنظمة الديكتاتورية “.
وأوضحت أن العمل النقابي “هو حق ضمنه الدستور على الرغم من انه لم ينظم بقانون”، مشيرة إلى أن “الكثير من المسائل المهمة أشار لها الدستور دون أن تنظم بقانون كالحكومات المحلية وقانون حرية الصحافة وسلامة الصحفيين”.
وأضافت “ليكن في علمهم سوف لن نستسلم وسنبني مقرا لنا خارج الدائرة فالحركة النقابية في العراق حركة لها تأريخ عريق ولم تثنينا مثل هذه الإجراءات عم ممارسة حقوقنا المشروعة”.
وتابعت “ندين ونستنكر ونشجب بشدة هذه القرارات وسوف نناضل بكل الطرق والسبل على إفشالها سواء بالتظاهر أو الإضراب أو الاعتصام”.
وذكرت أن وفدا من النقابة “زار مجلس المحافظة الخميس والتقى مسؤول لجنة الأعمار ومسؤول لجنة الكهرباء وقدمنا احتجاجا رسميا على هذه الإجراءات”، منوهة إلى أن مجلس محافظة البصرة ومجالس محافظة واسط وذي قار “تقف مع حقوق العمال المشروعة”.
أبو زينب قائد نقابي من نقابة الكهرباء قال لوكالة (أصوات العراق) أن “قرار وزير النفط بعدم التعامل مع كل النقابات وغلق مقارها وفروعها بكل المحافظات ومصادرة ممتلكاتها وسجلاتها، ورصد أي مخالف من النقابيين يقف ضد هذا القرار سيكون مصيره الاتهام بالإرهاب، وهذا ما لا يصدق بل يتنافى بشكل مطلق مع توجهات العراق الجديد وبناء دولة المؤسسات”.
وأشار إلى أن هذا القرار “خرج من مكتب المفتش العام يوم 19/7 وخرج من مكتب الوزير يوم 20/7 ونفذ اليوم، فيا لسرعة التنفيذ وآلياته التي لم تكن مسبوقة حيث أجبرت القوات الأمنية العاملين بعدم القيام بالاعتصام وأمرتهم بالتفرق بالقوة”.
وتساءل “هل أن من القانوني والدستوري بشيء أن يحرم العمال من نقاباتهم، وهل هناك من يعتقد لحد الآن أن القمع والاضطهاد سيوقف الحركة النقابية…؟”.
من جهته قال كادر نقابي من الاتحاد العام للمجالس النقابية في البصرة لوكالة (أصوات العراق) أن “سياسة الشهرستاني سياسة قمع ومعاداة للديمقراطية وخرق للمواثيق الدولية الصادرة التي وقع عليها العراق”.
وأضاف أن هذه الإجراءات “تذكرنا بالقادة الدكتاتوريين من أمثال صدام وبينوشيه (حاكم شيلي السابق) ولكن هذا المسعى سيفشل حتما وان الحركة العمالية بجميع فصائلها ستتوحد وتقف بوجه هذه الهجمة”.
وتابع قائلا أن “الذين باعوا الثروات النفطية للعراق بالمزاد العلني وجعلوا عمال القطاع النفطي يعملون أجراء لدى شركات الأجنبية سوق لن يرحمهم التاريخ”.
وختم بالقول أن من “يحاول أي يصف العمال بالإرهابيين لا لشيء إلا لمطالبتهم بحقوقهم المشروعة، معتقدا أن ذلك سيشل أرادتهم وحركتهم سوف لن يكون هناك ما يعذره، بل أن الإدانة والاستنكار والشجب أول ما يواجهه”.

Iraq: Minister closes all union offices in Saddam-style move

Police raided and shut down electricity unions across Iraq in mid-July, carrying out an order from the Minister of Electricity that could have been lifted from Saddam Hussein’s rule book.

The order prohibits "all trade union activities at the ministry and its departments and sites" and authorizes the police "to close all trade union offices and bases and to take control of unions' assets properties and documents, furniture and computers." [Details below.]

The Iraqi trade union movement is calling on trade union members and labor solidarity activists everywhere to raise their voices in protest.

PLEASE TAKE A MOMENT TO SEND OIL MINISTER SHIRASTANI AND PRIME MINISTER MALIKI A MESSAGE TO PROTEST THESE VIOLATIONS OF BASIC LABOR RIGHTS THAT ARE THE CORNERSTONE OF ANY TRUE DEMOCRACY.


Hussain al-Shahristani, Oil Minister of Iraq, who was also appointed Electricity Minister, issued a decree that

1. Prohibits all trade union activity and ceases all forms of cooperation and official discussions with the electricity sector unions;

2. Directs management to help police enforce the closure of union offices and confiscation of documents, furniture, computers and anything else present;

3. Orders all enterprises to take immediate legal action against anyone who threatens or uses force or causes any damage to public property under the 2005 anti-terrorism law; and

4. Orders all departments and enterprises to repeal any benefits and privileges union members have gained.

This outrageous action violates all of the norms of internationally recognized labor rights. It escalates a broad attack on unions that has been taking place in Iraq since the overthrow of Saddam Hussein that has included:

* Continued enforcement of Saddam's ban on unions in the public sector and public enterprises;

* Freezing union bank accounts and assets;

* Banning union leaders from traveling outside Iraq without prior government approval;

* Transferring union leaders to remote locations far from their homes, families and union members;

* Issuing criminal charges against Oil Union Federation officers alleging they are undermining the Iraqi economy by protesting privatization of oil resources and companies;

* Ignoring the requirement in the Iraqi Constitution calling for enactment of a basic labor rights law;

* Violating ILO Convention 98 on collective bargaining to which Iraq is signatory.

Ara Khajador - IRAQ's Communist Party

Ara Khajador was born in Baghdad on September 8, 1924. He attended the Armenian School of Baghdad, which then had only elementary and middle levels. At that time, this school was not affiliated with the Ministry of Education. Armenians (including Ara) studied their subjects in English and Armenian languages while Arabic was treated as a special language since the school’s curriculum was independent from the the country’s schooling criteria. For his middle school, Ara attended the American school. While he was in middle school, WWII began.The citizenship of Ara’s father was Russian, therefore Ara and siblings were not allowed to hold government positions or serve in the army. His choice to attend the American school was affected by those factors. Since studying was in English language, this allowed him the opportunity to work in oil companies.During his youthful years, Ara underwent communist training in Moscow, which included the study of economics, history, philosophy and the art of political organization. He joined the communist party in 1941 (before leaving to the Soviet Union). In 1943, the Iraqi Armenian Communist Party was formed. Ara was imprisoned on February 8, 1949 immediately after the hanging of Fahad, the leader of the communist party at that time. His imprisonment term was for life and he spent it at the Salman Camp Prison (nougrat as-Salman) and later was moved to Kut prison, in which Mr. Khajador and other prisoners dug a tunnel and escaped from prison. Eleven prisoners (including Ara) escaped in 1952 through this tunnel. Among them were the late Hameed Othman, the late Mahdi Hameed, Aziz al-Haj, Othman Faris, Sultan Mulla Ali and Omar Ali al-Sheikh. Shortly they were caught again and imprisoned in Salman prison. After refraining from food to protest their condition in this infamous prison, they were transferred to the Baqooba Prison in 1954.Following the July 14 revolution in 1958, nearly all prisoners were released except him. During my phone interview with Khajador, he recalled the generosity of people at the Baqooba-Diyala district while in prison. He stated that they used to bring him daily breakfast filling the trays with qaymar (Iraqi thick cream), syrup, kahee (layered filo), tea and other goodies.Two months after the release of other prisoners, Ara was released. Immediately, he began his political activities with the communist party while working in oil refineries. He left for Moscow in 1962, and returned in the early 1964 disguised in a wig and lived in hiding during the term of president Abdul Salam Aref (1963-1966)and part of Abdul Rahman Aref’s presidency (1966-1968). In 1967, he was imprisoned again at the Nugrat As-Salman prison for eleven months. He was finally released in 1968 during the Baath-presidency of Ahmed Hasan al-Bakr. He continued his communist activities during the Baath-alBakr regime and was sent by IRAQ’s communist party with Karim Ahmed (from the city of Arbil) to Hungry.During the 1980s, he hid in northern IRAQ. Finally he left IRAQ in 1989 and did not return to it since. He lived in Damascus and Beirut and then settled in Prague, the Czech Republic.The first time I learned about Ara Khajador was when I read his superb article on Armenian Genocide. In my phone interview, we did not have time to talk about details, but briefly he cautioned Armenians (and other minorities) to be very careful and avoid collaborating with the industrial west because the latter’s objectives have always been for their personal gains and to satisfy their own agendas.On the surprising and disgraceful shift of Iraqi communists post the USA invasion of IRAQ (in 2003), Ara stated that all collaborators have not been patriotic and they are in it for their personal gains. He continued in Arabic what translates to “communism is a patriotic and class struggle. Not everyone claims to be a communist is a true communist. We are not Europe where there is a class struggle, ours is a nationalistic and patriotic fight.”About the status quo in IRAQ, Ara concluded that “all the patriotic forces must unite and adopt armed, political and peaceful resistance. The unity of all members of resistance is a must to evict the occupiers along with their bases. Get out of IRAQ”

لماذا نعطي حقل مجنون تعويضا للبنتاغون؟

قد يبدو أن وتيرة تصفية العقول وذوي الكفاءات وكل من يحتج او يعترض علي سياسة حكومة الاحتلال في العراق قد تباطأت عن السابق نظرا لهجرة 80 بالمئة من الشريحة المعنية من علماء واساتذة ومهندسين واطباء وصحافيين.لكن استمرار التصفية للقضاء علي البقية الباقية، وهو الأمر الذي لا يقل خطورة نظرا لتعاظم دورهم كمرجعيات عقلانية وتربوية، ليس عشوائيا بل منظما ومقصودا من قبل قوات الاحتلال الانجلو ـ امريكية الصهيونية وأدوات التنفيذ من عراقيين ومرتزقة ومتعاقدين. وآخر الاصوات التي تم اسكاتها هو طالب ناجي عبود، رئيس المهندسين الاقدم في حقول شركة نفط الجنوب، الذي اغتالته قوات الاحتلال الامريكية اثناء عودته من الدوام الرسمي عند تقاطع الطريق القادم من مدينة صفوان مع طريق الرميلة الجنوبية في غرب البصرة. وقال فالح عبود عمارة، نائب رئيس المجلس المركزي لنقابات النفط ، ان المهندس طالب ناجي توفي في احدي مستشفيات البصرة يوم الأربعاء الماضي متأثرا بجراحه بعد تعرضه لنيران قوات امريكية. وهو من الأحداث التي تشير الي اشكال مستجدة للتواجد الأمريكي في مناطق كانت تتجنبها بتخطيط مسبق. وقد تصاعد استهداف العاملين في شركة نفط الجنوب ونقابة العمال باشكال مختلفة منذ ان كثفت النقابة نشاطاتها السلمية للتوعية بصدد تمرير حكومة الاحتلال وبرلمانه قانون استثمار النفط والغاز الجديد الذي سيضيع علي العراقيين وعلي مدي اجيال مقبلة كل انجازاتهم الوطنية في مجال النفط وصناعاته بالاضافة الي كونه العمود الفقري لسياسة الاستعمار التقسيمية للعراق. والمعروف ان اتحاد نقابات النفط برئاسة حسن جمعة كان قد انتهي لتوه من عقد المؤتمرالعلمي الثالث للخصخصة الذي تم فيه بحث الموضوع ذاته توعية للشعب وتحملا للمسؤولية التاريخية التي تبناها الاتحاد. ولا تقتصر جرائم الاحتلال علي تصفية العقول والناشطين والداعين الي وحدة العراق واستقلاله بل تمتد أيادي الغدر والقتل الي المدنيين الذين يقاومون الاحتلال عن طريق المحافظة علي حياتهم وعوائلهم والبقاء صامدين في وطنهم علي الرغم من كل حملات الترويع وارهاب الاحتلال ومرتزقته لاجبارهم علي الرحيل . وتتنوع اساليب الارهاب وترويع الناس. فقوات الاحتلال تستخدم القصف الجوي للقتل كما حدث في الهجوم الجوي علي مدينة الوشاش غرب بغداد يوم 6 سبتمبر (أيلول) وأسفر القصف علي النائمين علي السطوح بسبب الحر الشديد وانعدام التيار الكهربائي عن مقتل 14 شخصا واصابة 10 آخرين وتدمير عدد من المنازل. وقد تظاهر الاهالي بعد المجزرة أمام القاعدة الامريكية في حي المنصور وهم يرفعون علما عراقيا كبيرا ثم افترشوا الأرض مطالبين بالتحقيق بالقصف الامريكي. وتساهم شركات الحماية الامريكية مثل بلاك ووتر والبريطانية مثل أيجيزفي تصفية المدنيين كذلك كما حدث يوم الاحد الماضي عندما أطلق مرتزقة بلاك ووتر النار عشوائيا علي المارة في منطقة المنصور ببغداد مما ادي الي قتل 11 مدنيا وجرح عدد كبير. ولكي لا تفوز قوات الاحتلال ومرتزقتها علي العملاء في حكومة الاحتلال في مسابقة (من يقتل عددا أكبر من المواطنين العراقيين) ارتكبت ميليشيات الاحزاب والوزراء والسياسيين قائمة طويلة من الانتهاكات والجرائم ولعل ابسط مثال عليها هو الاعتداء علي المركز الامتحاني في مدرسة عقبة بن نافع في منطقة السيدية جنوبي بغداد، بتاريخ 19/06/2007 حيث قامت قوات الذيب سيئة الصيت التابعة لوزارة الداخلية بالقاء القبض علي مدير المدرسة ومعاونه وعشرين من الطلبة اضافة الي اطلاق النار العشوائي وقتل ثلاث نساء ورجل ممن كانوا ينتظرون ابنائهم في باب قاعة الامتحانات. من الامثلة اعلاه وهي مجرد نقطة في بحر من المجازر والجرائم المرتكبة بحق شعبنا، نلاحظ بان هدف الاستعمار الامبريالي هو الهيمنة الكلية وبأي شكل من الاشكال علي الناس وعلي موارد الوطن وما اغتيال العقول والكفاءات وخطف المعلمين والطلاب وقصف المدنيين وحرمانهم من الخروج الي الشارع لابقائهم سجناء في بيوتهم وقتل الرغبة في التعليم ومنع النشاطات النقابية وتحديد تشكيل الاتحادات وتنظيمات المجتمع الاهلي والمدني غير الوجه الحقيقي لسياسة الاحتلال القمعية بعيدا عن ادعاءات الديمقراطية علي ايقاع الحرب علي الارهاب. وليس مستغربا أن يفضح مستخدمو الاحتلال أنفسهم حين يتسابقون لاثبات ولائهم لسيدهم وما القرار الذي أصدره حسين الشهرستاني وزير النفط في السادس من آب الماضي ومنع بموجبه اتحاد نقابات عمال النفط من مزاولة اي نشاط واصفا الاتحاد بانه منظمة غير شرعية غير نموذج واضح لعقلية العبد الضرورية لخدمة المستعمر. والا ما معني منع اتحاد نقابات عمال النفط من مزاولة أي نشاط في ظل حكومة تصف نفسها بانها (منتخبة ديمقراطية)؟ واذا افترضنا ان امريكا هي البلد المحتذي والراعي لبناء (الديمقراطية) في العراق فهل سمعتم باصدار أي وزير امريكي او حتي الرئيس الامريكي نفسه قرارا يلغي فيه النقابات وهي التي تعتبر ضمن النظم الديمقراطية لبنة اساسية في بناء المجتمع المدني وحق من حقوق الانسان؟ هنا قد نحتاج الي قراءة القرار من وجهة نظر الشهرستاني نفسه وهو رجل طالما اشتكي من دكتاتورية النظام السابق معتزا بنضاله من اجل بناء الديمقراطية والدفاع عن حقوق الانسان. تري هل قرار الشهرستاني نابع من عنف نشاطات النقابات وخروجها علي مواصفات العمل الديمقراطي؟ كلا. اذ ان كل نشاطات النقابات سلمية تراوح ما بين الاعتصام والتظاهرة وتوقيع رسائل احتجاج وكتابة طلبات لمقابلة المسؤولين في الحكومة، وكل الرسائل مكتوبة باسلوب خطاب وقور، كما يدل مضمون البيانات علي نقطة جوهرية وهي ان هدف النقابات هو حماية المصلحة العامة للوطن والمواطنين عن طريق التوعية في مجال النفط والتحذير من النتائج الكارثية التي ستلحق بالعراق ومستقبله اذا ماقامت الحكومة الحالية وبرلمانها بتشريع قانون النفط والغاز الجديد الذي يعتبر تهديما لكل الانجازات الوطنية في حقل النفط وتصنيعه ونهبا علي المكشوف لاهم مورد مادي للعراق. السبب اذن هو قانون النفط وكون الاتحاد باساليبه السلمية عثر حجرة في طريق التشريع. اما من ناحية التزام الشهرستاني بالقوانين والشرعية فلعل اول سؤال يتطرق الي اذهان المواطنين وهم يتلقون اخبار القتل اليومي من قبل قوات الاحتلال وشركات الحماية المتعاقدة مع الحكومة الامريكية مباشرة، هو لماذا لا يبادر الشهرستاني وهو الذي يدعي الوطنية والدفاع عن حقوق الانسان أولا بالمطالبة باخراج قوات الاحتلال حفاظا علي سيادة البلد وهو فعل وطني بحت وثانيا رفع الحصانة عن قوات الاحتلال وكل حثالات الارض التي تمرح وتسرح وتعربد علي جثث شبابنا واطفالنا ونسائنا بلا مساءلة ولا قصاص بل وبحماية كلية من القانون رقم 17 الذي سنه حاكم العراق الفعلي بول بريمر وبمرأي ومسمع من الشهرستاني وأمثاله؟ مما يقود الي التساؤل ايضا عن مفهوم النشاط القانوني في العراق الديمقراطي الجديد الذي يجب ان تتصف به النقابات والاتحادات لتتمكن من ممارسة عملها؟ هل هو نشاط مماثل لما تنجزه قوات الاحتلال من جرائم؟ هل هو مماثل لنشاط شركات الحماية الخاصة والمتعاقدين الجلادين في السجون السرية والعلنية واطلاق النار علي المدنيين العزل؟ هل هو القتل الجماعي كما في مجزرة حديثة أو اغتصاب وحرق الصبية عبير قاسم حمزة وقتل والديها واختها الطفلة هديل أم انها عمليات التعذيب الوحشية في معتقل ابو غريب؟ وكلها جرائم لم يدن بسببها أحد وفق القانون العراقي او الدولي او الانساني. خلافا للشهرستاني المشغول بمعاقبة كل من يمارس نشاطا نقابيا سلميا، تحدثت أريكا رازوك، المتحدثة باسم منظمة العفو الدولية الامريكية في مجال ادارة الاعمال وحقوق الانسان امام الكونغرس الامريكي في شهر حزيران (يونيو) من العام الحالي عن حرية شركات الحماية والمرتزقة والمتعاقدين في العراق المحتل، وقدمت تفاصيل 20 جريمة مع ملفات جرائم وانتهاكات حقوق الانسان التي تمارسها هذه الشركات في العراق بحكم تمتعها بالحصانة، متطرقة بالتفصيل الي مساحات العمل الكبيرة المتوفرة لهذه الشركات من خلال التعاقد مع البنتاغون اي وزارة الدفاع الامريكية ووزارة الخارجية في التحقيق وتعذيب المعتقلين كما حدث في سجون ابو غريب وبوكا وكروبر. وقد نبهت المتحدثة بشكل خاص علي نتائج اطلاق الحرية للشركات ومستخدميها المسلحين باحدث العتاد بدون محاسبة مما يعني علي ارض الواقع فتح الباب علي مصراعيه للانتهاكات وارتكاب الجرائم. وحسب تقرير لمنظمة هيومن رايتس ووتش أن المقاولين يتمتعون بالحصانة التامة من أي مساءلة أو عقاب علي أفعالهم فشروط عملهم مع الجيش الأمريكي تمنحهم حصانة من المقاضاة أمام المحاكم العراقية، وهم لا يخضعون لتسلسل القيادة العسكرية، ومن ثم فلا يجوز تقديمهم لمحاكمة عسكرية، ولا تجوز مقاضاتهم أمام المحاكم الأمريكية. أن مسؤولية أية حكومة في العالم هي حماية المواطن وكرامته من العوز والفاقة وتوفير الامان له، وتزداد مسؤولية الحكومة جسامة اذا ما كانت الحكومة قد بيعت الي المواطنين باعتبارها حكومة منتخبة ديمقراطيا ذات سيادة ودستور كما هو حال الحكومة العراقية التي يثبت صمتها علي الجرائم ومحاربتها لأية بادرة ديمقراطية حقيقية بأنها شريكة للاحتلال لا في النهب وسرقة اموال الشعب وموارده فحسب بل انها شريكة له في تحمل مسؤولية الجرائم والانتهاكات ومن بينها جرائم استهداف عمال نفط الجنوب واتحاد نقابات العمال وكل صوت أبي يرفض مهانة الاحتلال وذله رافضا التخلي عن منجزاته وهاتفا مع عمالنا الابطال (هيهات ننطي مجنون تعويض للبنتاغون)، أي هيهات أن نسلم حقل مجنون الغني بنفطنا تعويضا للبنتاغون الامريكي

مقتل 227 اعلاميا منذ غزو العراق ونقابة الصحفيين العراقيين تنتقد تصرفات الجنود الاميركيين

انتقدت نقابة الصحفيين العراقيين اليوم تصرفات الجنود الاميركيين ازاء الاعلاميين العراقيين وطالبت الحكومة العراقية باتخاذ اجراءات رادعة لحماية الصحفيين لافتة الى ان 227 صحفيا وموظفا اعلاميا قتلوا منذ الغزو الاميركى للعراق فى اذار 2003 .وقال امين سر اتحاد الصحفيين العراقيين لوكالة فرانس برس ان العدد الحقيقى للصحفيين العراقيين الذين قتلوا فى العراق منذ دخول قوات الاحتلال يبلغ 227 شخصا مشيرا الى ان 15 اخرين لايزال مصيرهم مجهولا .واضاف ان استهداف وقتل الصحفيين دفع النقابة الى العمل على تشكيل لجنة لحمايتهم وتوفير سبل المحافظة على سلامتهم اثناء عملهم.وكانت القوات الاميركية داهمت مقر نقابة الصحفيين فى العشرين من شباط الماضى وعبثت بمحتوياته واعتقلت الحراس المكلفين حمايته . وكشفت حصيلة اعدتها منظمة مراسلون بلا حدود التى تعنى باوضاع الصحفيين ان عدد الاعلاميين والعاملين فى الصحافة الذين قتلوا فى العراق منذ الغزو الاميركى يتجاوز 182 شخصا موضحة ان اكثر من 90 فى المئة من هؤلاء هم من العراقيين .وكانت منظمة اليونيسكو اعربت امس فى بيان عن قلقها من الارتفاع المأساوى لعدد الصحفيين الذين يقتلون فى العراق داعية السلطات العراقية والدولية الى بذل كل ما بوسعها لوضع حد لهذه الجرائم

Also in Kirkuk, Mahmud Hassib Al-Kassab, editor of the weekly Al-Hawadith and a member of Inkad Al-Turkman (the Turkmen Salvation Movement), was gunned down outside his home on 28 May.

حكومة الاحتلال تهدد حياة النقابيين العراقيين

السبب الثاني هو ان اتحاد نقابات عمال النفط في البصرة اعلن اضرابا جزئيا عن العمل يوم الاثنين الماضي، وجاء قرار الاضراب بعد ان فشل الاتحاد في الحصول علي مطالبه وبعد ان تفاقم الاهمال الحكومي للقطاع النفطي وعماله الذين وقفوا بوجه سيناريو هيمنة الشركات الاجنبية علي شركة نفط الجنوب وقطاعاتها المختلفة. وكان نوري المالكي قد وعد بتنفيذ مطالب الاتحاد حول تحسين ظروف العمل وايجاد حل لأزمة سكن العمال وزيادة مرتباتهم وصرف مستحقاتهم، خلال اجتماع عقده في بغداد مع فريق مثل الاتحاد مشيدا بدور عمال النفط واصفا اياهم بصناع خبز العراق. ثم قام بارسالهم الي عملهم بعد ان مثل امامهم تمثيلية (تشكيل لجنة) تتولي دراسة المطالب برئاسة احد معاونيه. ومثل كل اللجان السابقة، مرت الايام والاسابيع ولم يتحقق شيء فأعلن الاتحاد إضرابا يشمل شركتي خطوط الأنابيب وتعبئة الغاز، الأمر الذي يوقف إمداد خزانات الوقود في البلاد بالمشتقات النفطية

قوات حكومية تطوق عمال النفط المضربين.. والمالكي يُصدر مذكرة توقيف بحق قادة العمال!

ترجمة: د. عبدالوهاب حميد رشيد / في اليوم الثالث لإضراب عمال النفط جنوب العراق، طوّقت القوات العراقية العمال المضربين/ وأصدر رئيس حكومة الاحتلال مذكرة توقيف بحق قادتهم، مؤدية إلى احتجاج شديد بين المؤيدين والاتحادات العمالية الدولية .. "لن توقفنا هذه الإجراءات لأننا نُدافع عن حقوق الناس،" قالها حسن جمعة عواد- رئيس اتحاد نقابات عمال النفط في العراق . ولغاية الأربعاء، قال عواد في حديث بالموبيال لاتحاد الصحافة العالمي، لم يتم اعتقال أحد، ولكن لا زالت مذكرة الاعتقال سارية المفعول،" وأضاف: إن "قوات الأمن العراقية" في موقع الإضراب أخبروه أنهم سيقومون بالاعتقالات. تتهم المذكرة قادة الاتحاد بـ "تخريب الاقتصاد،" حسب منظمة بريطانية تدعى نفطنا في وذكرت أن رئيس الحكومة حذّر من أنه سيستخدم "قبضته الحديدية" ضد هؤلاء ممن أوقفوا تدفق النفط. دعا الاتحاد إلى الإضراب في وقت مبكر من الشهر الماضي، لكنه أجّل تنفيذه مرتين بناء على اقتراح من الحكومة. قال عواد بأنه في مقابلة مع رئيس الحكومة في 16 مايو/ أيار تمت الموافقة على تشكيل لجنة للنظر في طلبات الاتحاد. ومن بين هذه الطلبات أن يكون الاتحاد طرفاً في مناقشة قانون النفط المقترح، لخشية الاتحاد إعطاء مجال يتجاوز المصلحة الوطنية لشركات النفط الأجنبية، علاوة على طلبهم تحسين ظروف العمل. "من الواضح أنهم يطلقون الوعود، لكنهم لن يفعلوا أبداً أي شيء ،" قالها عواد، مؤكداً تقارير بإرسال وزارة النفط مفاوضاً إلى البصرة. "جاء شخص واحد من قبل وزارة النفط وبرفقته أحد العسكريين. وبدلاً من المناقشة كان كل كلامه تهديدات، وجسّدت كل محاولاته إسكاتنا وتهميش طلباتنا." أضاف عواد "ما نقوم بفعله حالياً سيستمر مع الإضراب لغاية أخذ طلباتنا في الاعتبار. بدأ إضراب عمال نقابة أنابيب النفط في البصرة يوم الاثنين احتجاجاً على قرار شركة الأنابيب النفطية العراقية إيقاف العلاوات النظامية للعمال، رغم أنها تشكل جزءاً من صورة أكبر تشمل 17 مطلباً عمالياً سبق تقديمها لوزارة النفط ورئيس الحكومة بداية الشهر الماضي من قبل الاتحاد. بدأ الإضراب بإيقاف بعض الأنابيب الصغيرة التي تنقل النفط والمنتجات النفطية إلى بغداد ومدن عراقية، لكن كبار مسئولي الاتحاد يقولون أن الإضراب سيتضمن ألـ 1.6 مليون ب/ ي لصادرات نفط العراق إلى أسواق النفط العالمية. قال عواد "إن الوضع هنا متوتر جداً،" وأنه يريد الضغط على الحكومة للموافقة على طلباتهم، وليس إسقاط الحكومة التي تُعاني أصلاً من الضعف. وحسب قوله: نأمل في النهاية أن لا يتجه الوضع نحو هذا الطريق . لم تتمكن حكومة الاحتلال في بغداد تنفيذ الطلب المركزي لإدارة بوش والكونغرس ذات الأغلبية الديمقراطية بتمرير قانون النفط المقترح. يُطالب الكثيرون في العراق، ومنهم خبراء وبرلمانيون، بإيقاف هذا القانون. مع ملاحظة أن الأطراف المفاوضون في إطار الحكومة لم يصلوا إلى وسيلة متفق عليها بشأن توزيع عائدات النفط، وفيما إذا كانت الحكومة المركزية أو الإقليمية ستمتلك سلطة أكبر في قطاع النفط، أو ماهية وحدود المجال الذي سيُعطى لشركات النفط الأجنبية في قطاع النفط العراقي. أدان السكرتير العام للاتحاد الدولي لنقابات عمال الصناعات الكيميائية، الطاقة والمناجم في بروكسل رئيس حكومة الاحتلال في رسالة وجهها إليه بخصوص تكتيكاته في التعامل مع الإضراب. كذلك أدان مؤتمر اتحاد نقابات عمال لندن الفعل العسكري ومذكرة التوقيف. وذكر أحد قادة اتحاد بروكسل بأنه تم الحد من قوة الإضراب في وقت كانت المفاوضات مستمرة، رغم أن الإضراب لم ينته. وذكر آخر بأن أعضاء الاتحاد العراقي قادرون على إيقاف الصادرات النفطية. ذكر د.كامل مهدي- اقتصادي عراقي/ خبير بشؤون الشرق الأوسط- جامعة ايكستر- إن تحول رئيس الوزراء العراقي من الاتفاق مع اتحادات نقابات العمال إلى الضغط العسكري وإصدار مذكرة التوقيف مسألة "شاذة جداً،" وأن اعتقال القادة العماليين هو قمع لطلبات العمال "قد يحصل العكس. هؤلاء الناس يتمتعون باحترام كبير جداً في المجتمع،" حسب قوله، وأضاف: إذا لم يتوقف الإضراب عاجلاً، "فإن التأثير على السوق الدولية للنفط سيكون بالتأكيد محسوساً

Analysis: Oil strikers met by Iraqi troops

WASHINGTON -- On the third day of an oil strike in southern Iraq, the Iraqi military surrounded oil workers and the prime minister issued arrest warrants for the union leaders, sparking an outcry from supporters and international unions. "This will not stop us because we are defending people's rights," said Hassan Jumaa Awad, president of IFOU. As of Wednesday morning, when United Press International spoke to Awad via mobile phone in Basra at the site of one of the strikes, no arrests had been made, "but regardless, the arrest warrant is still active." He said that the "Iraqi Security Forces," who were present at the strike scenes, told him of the warrants and said that they would be making any arrests. The arrest warrant accuses the union leaders of "sabotaging the economy," according to a statement from British-based organization Naftana, and said that Maliki warned that his "iron fist" would be used against those who stopped the flow of oil. IFOU called a strike early last month but put it on hold twice after overtures from the government. Awad said that at a May 16 meeting, Maliki agreed to set up a committee to address the unions' demands. The demands include union entry to negotiations over the oil law that they fear will allow foreign oil companies too much access to Iraq's oil, as well as a variety of improved working conditions. "Apparently they promise but they never do anything," Awad said, confirming reports that the Iraqi oil ministry would send a delegation to Basra. "One person from the ministry of oil accompanied by an Iraqi military figure came to negotiate the demands. Instead it was all about threats. It was all about trying to shut us up, to marginalize our actions," Awad said. "The actions we are taking now are continuing with the strike until our demands are taken in concentration." The strike by the Iraq Pipelines Union in Basra started Monday, instigated by a decision by the Iraq Pipelines Company to stop regular bonuses to workers. It is part of a larger picture, however, of 17 different demands laid out - beginning last month - to the Iraq oil ministry and Prime Minister Nuri Al Maliki by the Iraq Federation of Oil Unions. Since the strike began, two small pipelines delivering oil products to Baghdad and other cities have been closed, as has a larger pipeline that sends gas and oil to major cities, including Baghdad, and utilities. The strike started with domestic pipelines transporting oil and oil products, but Iraq's top oil unionist says that it will soon encapsulate the 1.6 million barrels per day of oil Iraq sends to the global market. Basra, home to much of Iraq's 115 billion barrels of oil - the third-largest reserves in the world - is also Iraq's main port. Awad said that the unions will continue to restrict all oil exports, which bring in 93 percent of Iraq's federal budget funds. Such a move, combined with the choking off of much-needed supplies of transportation, cooking and heating fuels, is what the unions hopes to use as leverage against Maliki. Awad said "the atmosphere here is full of tension," and added that he wants to pressure the government to agree to their demands, not topple an already-weak Maliki government. "At the end we are hoping that the situation will not go that way," Awad said. Maliki has been unable to meet a key benchmark set by the Bush administration and backed by the Democratic-led Congress: to pass an oil law. Many in Iraq, including oil experts and parliamentarians, are calling for the law to be put on hold. Negotiators have not been able to agree on the best means of revenue distribution, whether central or regional governments will have more power in the oil sector, or how much access foreign investors will have. Manfred Warda, general secretary of the International Federation of Chemical, Energy, Mine, and General Workers' Unions, Wednesday sent a letter to Maliki condemning his tactics in addressing the strike. "Genuine and democratic trade unions are a cornerstone of democracy and at the same time are a force for reconciliation, peace, and stability in a society," Warda wrote. The Brussels-based International Trade Union Confederation and London-based Trades Union Congress have also condemned the military action and arrest warrants. A top official with the International Federation of Chemical, Energy, Mine, and General Workers' Union said that his contacts say that the strike had been toned down while negotiations were underway, but has not ended. "The strike began purely and simply at the pipeline," said Jim Catterson, the energy industry officer for Warda's federation, based in Brussels. IFOU "has membership capable of bringing an end to exports." Kamil Mahdi, an Iraqi economist on Middle East affairs at the University of Exeter, said that Maliki's swing from agreement with the unions to a military presence and warrants is "very surprising," and arresting the leaders will not quell the workers' demands. "It may be the opposite. These are people who are highly respected in the community," he said. If the strike is not stopped soon, "the effect on the global oil market will certainly be felt." The union’s 16 demandsincluded improvements to wages, health and other working and livingconditions as well as consultation on the proposed oil law, which theunion opposes. The union added a 17th demand yesterday demanding thesacking of the General Manager of the Southern Pipeline Company.On Tuesday, al-Maliki warned that he would meet threats to oilproduction“with an iron fist”.The arrest warrant, based on a charge of “sabotaging the economy”specifically names Hassan Juma’a Awad, the leader of the 26,000-strongFederation of Oil Unions, and three other leaders of the Federation.Hassan Juma’a commented, “the government is intimidating the union butweare determined to gain our legitimate rights.” He added that the strikewould continue in accordance with the union’s plan.The strike entered its third day today and is in its “second phase,”whichnow includes the closure of the main distribution pipelines, includingsupplies to Baghdad. “Phase one” closed some of the smaller distributionpipelines. From the angle of the photo, it is possible to calculate that the complex is being built at E 396388 N 3785995 (UTM Zone 38 North) or Lat. 34.209760° Long. 43.875325°, to the west of the Malwiya (Spiral Minaret), and behind the Spiral Cafe.
While the point itself may not have more than Abbasid houses under the ground, it is adjacent to the palace of Sur Isa, the remains of which can be seen in the photo. While the initial construction might or might not touch the palace, accompanying activities will certainly spread over it.Sur Isa can be identified with the palace of al-Burj, built by the
Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat.
Samarra was declared a World Heritage site by UNESCO at the end of June. The barracks could easily have been built elsewhere, off the archaeological site.--
