water worries: three million drink from mosul’s poisoned river

One thing the troubled city of Mosul doesn’t have to worry about is water: the River Tigris flows through it. However, as pollution levels go up, fish die and waste is dumped there, that may soon change.

One of the problems that the oft-troubled northern city of Mosul does not have is a water supply. The Tigris River passes through the city, the capital of the state of Ninawa, dividing it into two coasts. And as it passes through, the river’s waters are used by a wide variety of businesses and private households on its banks.

The local sewage department estimates that there are 172 sources of sewage pouring about half a million cubic meters of waste water into the river daily, including waste water from private households and factories, some of which are state-owned.

On the banks of the Tigris, there are a number of construction sites, industrial areas and one large medical complex. Various types of liquids and solids find their way into the river, some of them dangerous, many of them untreated and polluting. In the past, reports have suggested that medical waste was being thrown directly into the river – even though the local health department denies this.

“One of the biggest cities in Iraq after Baghdad, and Mosul doesn’t even have a real sewage system,” the head of the local sewage department, engineer Anwar Ammar, complained. “The current system was designed to collect rainwater but now it’s used to dispose of industrial, commercial and residential wastewater. There is only one real sewage system in two small residential compounds,” he added.

Some of the first to draw attention to the problems the local populace is facing as the Tigris gets more polluted, were local fishermen. There’s been a decrease in numbers making a living this way and the federal Ministry of Agriculture published a report indicating that fish stock numbers were falling right around Iraq, and that the main cause was water pollution. 

“The quality of the river waters has been worsening for some time – because there’s less water in the river, the changes in river temperature and the increased amount of floating oil slicks and other waste,” local fisherman Abu Ali, 50, said. “Fish are not coming into the river anymore. Ten years ago fish from the Tigris, especially the carp, were sold all over Iraq,” he noted.

Aware of the seriousness of this issue, the local government formed a committee in August 2011 to assess the levels of pollution in the Tigris River. The committee confirmed that around 100,000 tons of salt and chemicals were finding their way into the river every year. Crude oil, and crude oil derivatives, from the Kasak area in western Mosul, were also finding their way into the river.

Dried animal dung was entering the river around the Badush area, through which the Tigris flowed, and there was also an impact from heavy metals coming from a former military installation upriver. Cadmium, which can cause a variety of health problems, was a particular issue.

Reports from the province’s water department, sighted by NIQASH, mention other reasons for concern. Untreated wastes from cities north of Mosul – Zakho and Dohuk – end up in the Khabur River, which then flows into the Tigris.

Unfortunately the main water purification plant serving Mosul’s population for drinking water is located on the Tigris River. “The river is at risk and those concerned with water purification must rely mainly on chlorine for purification processes,” Mohammed al-Ghannam, the chairman of Mosul's environment and health committee, explained. As al-Ghannam, who is an ophthalmologist by profession, pointed out: “this has an impact on people’s health”.

Additionally, he said, diseases like cholera were spreading and kidney disease and allergies were on the rise too. “If river pollution is not controlled there will be serious consequences,” he said.

Local power stations were also having an impact. “Thermal power stations cause pollution too because they use water for cooling their motors, and this too affects the water ecology,” Fakhri Yassin, a professor of engineering at Mosul University, explained. “The sand and gravel quarries on the upper side of the river have also contributed to pollution because they’ve increased the amount of plankton in the river. This in turn leads to an enormous consumption of oxygen in the water. And that is why medium sized and larger fish have become rare in the river.”

The local committee tasked with researching the issue concluded by saying that waste shouldn’t be dumped into the Tigris, if it hadn’t been treated according to generally accepted international standards. The committee also suggested that special regulations be introduced to ban the dumping of untreated solids and liquids. It also suggested more sophisticated water purification methods, banning quarrying activities around the river and, most importantly, initiating the construction of a real sewage network for Mosul. 

Unfortunately over two months have passed since the committee made these suggestions and up until now, no further action has been taken.

And despite all of the evidence that the Tigris River and its tributaries were becoming more and more polluted, local government departments still seem to prefer to play things down.

According to official statements from local departments of water and the environment, more than 3 million people rely on the river for drinking water. The undeclared intention of that statement, according to critics: they’re drinking it and they’re not dead yet.

        الموصل: ثلاثة ملايين مواطن يشربون المياه الملوثة

امتياز الموصل كونها أكثر المدن العراقية حظا في المياه العذبة، بات عرضة للخطر، فدلالات البيانات الرسمية والدراسات العلمية المتخصصة تضع علامات استفهام كثيرة حول نسبة التلوث الحقيقية في النهر.

يمر نهر دجلة في المدينة من جهتها الشمالية الغربية ليقسمها إلى ساحلين، حيث تستقبله بكثافة البيوتات والمؤسسات والشركات والمصانع والمستشفيات الحكومية والخاصة متراصة على الجانبين الأيمن والأيسر.

دائرة مجاري نينوى أعلنت عن وجود 172 مصبا تلقي في النهر يوميا حوالي نصف مليون متر مكعب من المياه الآسنة، مصدرها ليس الاستعمال المنزلي فقط، وانما المصانع التابعة للدولة والخاصة التي تلفظ فضلاتها الى مجرى النهر من تحت قبضة الرقابة الرخوة او اللارقابة.

يضاف الى ذلك اربع مناطق صناعية للسيارات والمكائن المتنوعة ومعدات البناء بجميعها، والمجمع الطبي الكبير (خمس مستشفيات كبيرة وعدد من المراكز الطبية) على ضفة النهر، وقد كشفت تقارير اعلامية سابقة عن القاء مخلفات طبية في النهر مباشرة، وهو ما نفته دائرة الصحة.

الفضلات السائلة والصلبة بمصادرها المتعددة ومستوياتها المتفاوتة في الخطورة، تجد طريقها أخيرا الى النهر بلا معالجة.

فقد أوضح معاون مدير المجاري المهندس عمار أنور لموقع "نقاش" أن ثاني اكبر مدينة عراقية بعد بغداد "تفتقر تماما إلى مجار للصرف الصحي، إلا في مجمعين سكنيين صغيرين"، متابعا "ان الشبكة الحالية ظاهرية وهي مصممة اساسا لتجميع مياه الامطار لكنها تستخدم الان في المناطق السكنية والصناعية والتجارية لتصريف المياه المستعملة".

ويضيف انور ان منطقة بادوش (8 كم شمال غرب الموصل) التي يمر فيها نهر دجلة قبل الموصل تلقي ما يقارب الـ(10) طن من الروث الجاف لحيوانات الجاموس يوميا. مما يشكل مشكلة كبيرة عند العمل على تنقية مياه الشرب.

كما ان مياه العيون الكبريتية التي تتدفق من سد بادوش بمعدل 300 متر مكعب في الساعة اضافة الى بقايا تأثيرات العناصر الثقيلة وتحديدا الكادميوم الناتج من نشاط سابق لاحدى المنشات العسكرية، تشكل مصادر تلوث ملفتة للانتباه.

والكادميوم وفقا لمختصين هو عنصر فلزي لين قد يسبب الفشل الكلوي أو ارتفاع ضغط الدم.

التراجع الذي أصاب مهنة صيد السمك في الموصل بعد ان كانت من أكثر المدن ازدهارا في الصيد، كان احدى الدلالات التي جعلت المعنيين بتربية الأسماك في العراق السباقين الى التنبيه لمخاطر تلوث مياه دجلة.

وكان صدر مؤخرا عن وزارة الزراعة كتاب رسمي يعزو تراجع أعداد الأسماك في عموم العراق لأسباب كثيرة من أبرزها التلوث. وهذا ما أكده المهندس لؤي شاكر مسؤول الثروة السمكية في مديرية الزراعة.

وتضيف تقارير مديرية ماء محافظة نينوى، التي اطلع عليها مراسل "نقاش" مصادر قلق أخرى حول تلوث النهر، تتمثل فيما تطرحه كل من مدينتي دهوك وزاخو (شمال الموصل) من فضلات مياه غير معالجة في رافد الخابور ومنه إلى دجلة.

ويبدو هذا القلق مشروعا لان محطة تصفية المياه الرئيسة لمدينة الموصل التي توفر مياه الشرب لأغلب سكانها تقع في بحيرة سد الموصل التي تتشكل من مياه النهر بما فيها ما يصل من الخابور.

رئيس لجنة الصحة والبيئة في مجلس المحافظة محمد الغنام اكد "ان النهر في مرحلة خطرة في ظل ضعف امكانات الدوائر المعنية بتنقية المياه التي تعتمد فقط على استخدام الكلور".

ويضيف الغنام وهو طبيب "ان آثار ذلك على الصحة واضحة، فهناك انتشار متزايد لأمراض الكوليرا والكلى والحساسية وغيرها"، مطالبا الدوائر المعنية بالعمل على تدارك هذا الخطر بجدية كبيرة.

بعد ان تحسست الحكومة المحلية الخطر، قامت في آب (أغسطس) الماضي بتشكيل لجنة لدراسة حجم التلوث في نهر دجلة. وجاء في تقريرها أن مئة الف طن من الاملاح والمواد الكيمياوية تجد طريقها الى النهر سنويا عبر مبازل مشروع ري الجزيرة العملاق غرب المحافظة جراء الري الجائر. كذلك تتكرر حالات تسرب النفط الخام ومشتقاته خاصة في منطقة الكسك غرب المدينة.

بدوره يقول أبو علي، وهو صياد سمك تجاوز عمره الـ (50 عاما) "ان حالة النهر باتت سيئة جدا، حيث انخفضت كميات المياه كثيرا واضحت اكثر برودة، كما اشاهد باستمرار بقعا زيتية ونفايات صلبة طافية فيه" .

وأضاف "النهر هنا بات يطرد السمك فمن النادر جدا إن نصطاد فيه سمكا كان قبل عشرة سنوات يملئ الأسواق ويباع في المحافظة وخارجها، وبخاصة الشبوط".

كما أن انخفاض كميات المياه المطلقة عبر بحيرة السد (50 كم غربا) الى النهر بنحو 80% في الثانية، "أثر سلبا على أداء محطات الاسالة من الناحية التشغيلية وتردي نوعية المياه بشكل كبير جدا"، حسبما ورد في محضر اللجنة الحكومية الذي حصل موقع "نقاش" على نسخة منه.

ومن حسن الحظ أن محطات تنقية المياه أقيمت في اعالي مجرى النهر، باستثناء محطة الدندان جنوبي المدينة وهي "موقع خاطئ" وفقا لمختصين.

"المحطات الحرارية لتوليد الكهرباء هي الاخرى تترك ملوثات فيزيائية ناتجة عن استخدام الماء لتبريد المحركات الضخمة مؤثرا بذلك على حالة الماء الايكولوجية"، حسب قول فخري ياسين استاذ الهندسة الصحية والبيئة في جامعة الموصل .

ويضيف "إن مقالع الحصى والرمل (مواد انشائية) المنتشرة في اعالي النهر، ساهمت بدورها في زيادة نسبة العوالق الكامنة في قعر النهر وبالتالي استهلاك جزء كبير من الاوكسجين، مفسرا بذلك ندرة الاسماك المتوسطة والكبيرة في النهر المار في المدينة لإضافة للكثير من الكائنات المائية الاخرى".

كل هذه المؤشرات لم تثنِ مديريتي البيئة والماء عن التقليل من خطر التلوث في مياه النهر، "والا لما استطاع ما يزيد على الثلاثة ملايين شخص الاعتماد عليها في الشرب والاستعمالات الاخرى"، وفق تصريحات رسمية من مسؤولي المديريتين.

مع ذلك فان لجنة الدراسة وللحد من نسبة التلوث أوصت ببعض النقاط من ابرزها منع رمي المخلفات السائلة والصلبة في مجرى النهر الا بعد معالجتها وفق المحددات العالمية واصدار تشريع بذلك، ومنع نشاط المقالع واستدراج مربي الجاموس الى مواقع جنوب المدينة، واعتماد اساليب اكثر تطورا في تنقية مياه الاسالة وربما الاهم من كل ذلك تنفيذ مشروع لانشاء شبكة مجاري الصرف الصحي.

لكن المؤسف انه إلى تاريخ اعداد هذا التحقيق لم تتحرك الحكومة المحلية باتجاه تنفيذ التوصيات التي تمخضت عن اللجنة المختصة رغم مرور 70 يوما على إعلانها، بحسب عضوها المهندس عمار انور معاون مدير المجاري.

KUWAIT CITY, Aug 8: The US military’s use of uranium enriched bombs has caused an environment disaster in the region and the damage caused is almost equivalent to damage that may occur in case of a radiation leak from Iran’s nuclear reactors, said the Green Line Environmental Group (GLEG) during a press conference on Saturday.
Chairman of the group and environmental activist Khalid Al-Hajri said the United States acts very selfishly while dealing with after effects of environmental disasters. “The White House gave so much attention and importance to the oil slick in the Gulf of Mexico, but it conveniently ignores the fact that the US Army has caused the greatest damage to the environment around the world and especially in the Gulf region,” he added.
Al-Hajri said he was surprised on reading the human rights report issued by the US administration and its claim about protecting human rights, especially because it is the biggest violator of environment regulations.

Radioactive
“The US military in Iraq decided to transfer and store radioactive waste, consisting of iron scrap and remnants of destroyed military vehicles contaminated with radioactive particles, to Qatar, making it the biggest store of radioactive waste in the Gulf region.
However, thanks to the help of environmental activists in the region, we received official information that the waste will be transferred from there during the month of Ramadan,” he added.
“Qatar today has become the largest store of munitions outside the US and it is storing items with depleted uranium besides the radioactive waste, which makes the issue extremely dangerous. Green Line has notified environmental authorities in Qatar to take measures to prevent the US military from storing radioactive waste in Qatar and called on Gulf states to review security and military agreements with the US military and include clauses prohibiting it from causing environmental pollution and obliging it to bear the expenses of waste treatment,” he added.

Al-Hajri called on the Gulf governments to take a strict environmental position to ensure an end to the US military’s human rights violations and environmental destruction due to use of internationally prohibited weapons in its military operations.
He also called on environmental authorities in the Gulf States to conduct a comprehensive environmental survey of all US military bases, especially after the scandal caused by hazardous waste in Iraq came to light.
Al-Hajeri also warned of the consequences of not tightening environmental control on the US military as it has caused massive damage to environment and public health in Iraq.
Hajri revealed that the US military in Iraq recently refused officials of the Department of Environmental Protection at Thi Qar area from entering the US base near the airport to conduct an environmental survey following the high rate of radioactive contaminants in the areas surrounding it.

Scrap
He also mentioned that waste from the US military in Kuwait is being leaked to scrap markets such as Amghara where Green Line activists found a variety of military waste more than once. The Green Line also did a survey of the desert north of Kuwait and found remnants of many US military equipment that were left behind after entering Iraq.
“The US administration need not deny or confirm the information obtained by Green Line, but it should collect the radiation contaminated waste and ship it from Iraq to the United States and deal with it there under the control and supervision of international environmental organizations, especially because it used internationally banned weapons.”
Al-Hajri warned that the Gulf region could be exposed to nuclear disasters if the region’s governments do not take necessary precautions and measures, especially in the face of deepening radioactive waste crisis in Kuwait and Iraq, and the presence of warships, carriers and nuclear-powered aircrafts, besides the prospects of getting atomic reactors in the region.

Genetic damage and health in Fallujah Iraq worse than Hiroshima

Results of a population-based epidemiological study organized by Malak Hamdan and Chris Busby are published tomorrow in the International Journal of Environmental Studies and Public Health (IJERPH) based in Basle, Switzerland. They show increases in cancer, leukemia and infant mortality and perturbations of the normal human population birth sex ratio significantly greater than those reported for the survivors of the A-Bombs at Hiroshima and Nagasaki in 1945.

Results of a survey in Jan/Feb 2010 of 711 houses and more than 4000 individuals in Fallujah show that in the five years following the 2004 attacks by USA-led forces there has been a 4-fold increase in all cancer. Interestingly, the spectrum of cancer is similar to that in the Hiroshima survivors who were exposed to ionizing radiation from the bomb and uranium in the fallout. By comparing the sample population rates to the cancer rates in Egypt and Jordan, researchers found there has been a 38-fold increase in leukemia (20 cases) almost a 10-fold increase in female breast cancer (12 cases) and significant increases in lymphoma and brain tumours in adults.

Based on 16 cases in the 5-year period, the 12-fold increases in childhood cancer in those aged 0-14 were particularly marked. The cancer and leukemia increases were all in younger people than would normally be expected. Infant mortality was found to be 80 per 1000 births which compares with a value of 19 in Egypt, 17 in Jordan and 9.7 in Kuwait. An important result is that the sex-ratio, which in normal populations is always 1050 boys born per 1000 girls was seriously reduced in the group born immediately after 2005, one year after the conflict: in this group the sex ratio was 860.

Birth sex ratio is a well known indicator of genetic damage, the reduction in boy births being due to the fact that girls have a redundant X-chromosome and can therefore afford to lose one though genetic damage; boys do not. Sex ratio was similarly reduced in the Hiroshima survivors children. “This is an extraordinary and alarming result” said Dr Busby, who is visiting Professor in the University of Ulster and Scientific Director of Green Audit, an independent environmental research organization. He added: “To produce an effect like this, some very major mutagenic exposure must have occurred in 2004 when the attacks happened. We need urgently to find out what the agent was. Although many suspect Uranium, we cannot be certain without further research and independent analysis of samples from the area.” Malak Hamdan, who organized the project said: “ I am so glad that we have been able to obtain proper scientific confirmation of all the anecdotal evidence of cancer and congenital birth defects. Maybe now the international community will wake up”.

تحول العراق بعد الغزو والاحتلال إلى اكبر دولة في العالم لاستقبال نفايات الدول الغريبة ( الديمقراطية ) وبعض الدول العربية , وذلك بتصديرها مختلف البضائع والسلع غير الجيدة ورديئة التصنيع غير المطابقة للمواصفات حيث شملت مختلف المواد الغذائية التالفة ومنتهية الصلاحية , والتي لا تصلح حتى للاستهلاك الحيواني ناهيك عن الاستهلاك البشري , ومن ناحية البضائع فيتم استيراد أردأ أنواع البضائع والسلع من قبل وزارة التجارة العراقية على أنها بضائع من منشأ أصلي وتزور بعدها جميع عقود الاستيراد من قبل وزارة التجارة على أنها عقود لبضائع وسلع جيدة وصالحة وحسب المواصفات الخاضعة للجهاز المركزي للتخطيط والسيطرة النوعية / وزارة التخطيط , هذا الجهاز المهم والحيوي الذي تم تدميره وتصفية واغتيال وطرد موظفيه وخبرائه الأكفاء النزيهين لغرض قبول أي سلعة أو بضاعة فاسدة وغير صالحة , والاهم في كل هذا الأمر موضوع الأدوية الفاسدة والمقلدة التي تغتال العراقيين في المستشفيات بصمت ودون ضجة , وهو الإرهاب الأخر الحكومي المخفي والمسكوت عنه لغاية الآن والذي سوف نفتح هذا الملف الخطير قريبآ .

جميع التقارير الصحفية والإخبارية تقول أن وزارة الدفاع ( العراقية ) هي افسد وزارة بين الوزارات العراقية بعد الغزو والاحتلال حيث تتربع على عرش الوزارات الفاسدة بجدارة تقريبآ في كل سنة لا تنافسها في موقع الصدارة إلا وزارة النفط في بعض الفترات من السنة .

حسب برنامج " المبيعات العسكرية الخارجية للحكومة الأمريكية " تتلقى نحو أكثر من 60 دولة مساعدات عسكرية سنوية , حيث تبلغ قيمتها الإجمالية أكثر من 5 مليارات دولار , وقد دخل العراق وأفغانستان بعد الغزو والاحتلال في هذا البرنامج القذر الذي يسيطر فيه بالخفاء تجار الموت من مجمع الكارتل العسكري الصناعي الأمريكي حيث يهدف هذا البرنامج بالدرجة الأولى إلى دعم الحكومات الموالية للولايات المتحدة الأمريكية ويصل الأمر حتى إلى دعم الفاسدين من كبار الشخصيات السياسية في الدولة المستوردة من أي ملاحقة قانونية حول الفساد قد تحدث لهم في المستقبل .

يذكر خبراء في مجال التسلح * لصحيفة الهيرالد تربيون : أن أي طلقة تغادر فوهة مدفع أو رشاش هي كم هائل من الدولارات يدخل جيوب جهابذة المجمع الصناعي العسكري الأمريكي المسيطر على الحكم في واشنطن , ومن أبرز رموزه ديك تشيني نائب الرئيس بوش وعضو مجلس إدارة هاليبرتون ، ووزير دفاعه السابق دونالد رامسفيلد ، وجي كارنر الذي كان نصّب حاكما عسكريا على العراق بعد غزوه وهو في الأصل تاجر سلاح ، وكانت الشركة التي يمثلها هي المسؤولة عن توريد صواريخ باتريوت للجيش الأميركي
لكن رامسفيلد ممثل المجمع الصناعي العسكري وشركات صناعة " الأسلحة الذكية " تصور أنه عبر هذه الأسلحة سيمكنه أن يغزو العراق دون أي خسائر تذكر بالمعدات والأشخاص .

ولكن المشكلة الحقيقية التي تواجه تسليح الجيش العراقي هي نسبة الفساد الهائلة الموجودة في وزارة الدفاع حيث يتم توريد معدات وتجهيزات عسكرية مختلفة منتهية الصلاحية ولا تصلح للاستخدام وهي بالأصل من مخلفات استخدام الجيش الأمريكي بعد طلائها بالإصباغ وتصليحها كيفما اتفق وكما حدث قبل فترة في مسألة تجهيز مدرعات همر , وبنادق أم / 4 وأم/ 16 ـ وكما سوف نوضحه بالوثائق والمستندات ـ على العكس من مبيعات الأسلحة من البرنامج الأمريكي لحلفائها في قارة أسيا أو الدول الأوربية التي لديها حكومات ديمقراطية حقيقية ومسؤولين نزيهين , فأن هذه الأسلحة تمتاز دائمآ بأنها متطورة جدآ وتتصف بالجودة والنوعية الجيدة وسنة الصنع الحديثة .

في هذا السوق المتفجر بشراء مختلف أنواع الأسلحة وفوبيا الخوف التي تسيطر على أغلب دول العالم من المجهول القادم , يعمل المقاولون العسكريون الأميركيون بشكل وثيق مع البنتاغون الذي يقوم بدور الوسيط في شراء الأسلحة إلى الزبائن الأجانب من خلال برنامج مبيعات الأسلحة الخارجية , يقول بروس ليمكن نائب مساعد وزير القوة الجوية والذي يعمل على تنسيق العديد من الصفقات الضخمة بين المجمع الصناعي القذر والحكومات المستوردة " لسنا بائعي أسلحة مهربة يدور الأمر كله حول بناء عالم أكثر أمنا " أي وقاحة هذه في العراق تتحول إلى مجرد أسلحة خردة ولا مفاجأة في أن يكون أكبر زبائن هذه الأسلحة اليوم هما العراق وأفغانستان , فعلى مدى السنتين الماضيتين وقع العراق اتفاقيات شراء أسلحة بقيمة تزيد على 5 مليارات دولار ، كما أعلن عن الخطط لشراء تجهيزات أميركية بقيمة قد تصل إلى 7 مليارات دولار، يتم تمويل هذه الصفقات الضخمة من عائدات النفط العراقية وتقديم خدمة لا تعوض لتجار الكارتل الصناعي بعد حالة الكساد الاقتصادية التي ضربة الاقتصاد الأمريكي .

ومن المهازل الأخرى لتسليح ما يسمى بالجيش العراقي ـ الذي يصل نسبة ضباطه الذين ليس لهم شهادة دراسية واغلبهم لا يجيد القراءة والكتابة بين 35 % إلى 40% حسب إحصاء المفتش العام بوزارة الدفاع أثناء انتهاء فترة حكومة إبراهيم ( الجعفري ) ـ بأسلحة فاسدة ومنتهية الصلاحية وعديمة الفعالية في المستقبل والسبب المباشر في ذلك أذا حدث انقلاب في وحدات الجيش العراقي ( والذي تم تكوينه من ميليشيات جماعة المجلس والأحزاب والحركات ) الموالية لدولة ولي الفقيه الإيرانية ومن ضمنهم معظم حكومة سلطة الأحزاب الدينية الحاكمة في العراق اليوم , وهذا يوضحه لنا بصورة أخرى ترافيس شارب / محلل سياسات عسكرية في مركز السيطرة على التسلح والحد من الانتشار النووي وهي مجموعة بحثية في واشنطن أن " أكثر ما يقلقه انه إذا انحاز الحلفاء الحاليون إلى الجهة الأخرى ، فان الولايات المتحدة قد تواجه في النهاية عدوا مسلحا بأسلحة أميركية الصنع حديثة ومؤثرة. فقد حملت تجارة الأسلحة عواقب غير محسوبة من قبل . على سبيل المثال حينما قامت الولايات المتحدة بتسليح المليشيات المناوئة للاتحاد السوفيتي في أفغانستان، ثم اضطرت في نهاية الأمر إلى مواجهة مقاتلي حركة طالبان المتمردين المسلحين بنفس الأسلحة هناك ".

بلغت الميزانية العراقية لسنة 2009 أكثر من 62 مليار دولار وسوف يتم أنفاق مابين 8 إلى 10 مليار دولار لاستيراد معدات وتجهيزات عسكرية من الحكومة الأمريكية حسب برنامج التسليح الخارجي لهذا العام .

في فترة سابقة قامت قوات الاحتلال الأمريكي ببيع 8500 عربة نوع همفي , وهي في حقيقة الأمر مستعملة ومحالة لتسقيطها من العمل في الجيش الأمريكي , حيث أشار تقرير خاص بالجيش الأمريكي بداية شهر شباط 2009 إلى إن هذه المعدات العسكرية سوف يتم بيعها حسب العقد الذي يبلغ قيمته 200 مليون دولار حيث يجري عليها عمليات تصليح وإدامة وتأهيل لتلك العجلات في معسكر التاجي قبل تسليمها إلى وحدات الجيش العراقي وبمعدل 400 عجلة شهريآ . وهذا نوع أخر من الفساد المستشري بصورة خطيرة في وزارة الدفاع حيث رفض في فترة سابقة وزير الدفاع عبد القادر محمد جاسم العبيدي الحضور إلى البرلمان لغرض استجوابه حول ملفات الفساد التي تخص وزارته الموجودة في هيئة النزاهة والخاصة بالعقود والمناقصات غير القانونية حيث تدخل شخصيآ في هذا الأمر شخصيات متنفذة ولديها سطوة حزبية حاكمة في رئاسة مجلس الوزراء لعدم تنفيذ أو عرقلة أمر الاستجواب لوزير الدفاع في مجلس النواب لان جميع هؤلاء بدورهم متورطين في هذا الفساد وقبضوا ثمن فسادهم وخيانتهم لوظائفهم الحكومية .

العديد من الوثائق والمستندات الرسمية التي حصلنا عليها في فترة سابقة من احد القضاة الشرفاء في مجلس القضاء الأعلى أثناء مقابلته شخصيآ , والتي تبين بصورة خطيرة حجم الفساد بخصوص العقود والمناقصات التي تخص وزارة الدفاع ( العراقية ) وتلقي الرشوة والعمولات الخاصة لغرض القبول بأسلحة فاسدة وغير صالحة للاستخدام والتي أشترك بها أغلب المسؤولين الكبار في الدولة والمشرفين على توقيع هذه العقود مع الجانب الأمريكي والهدف منها ضمان مناصبهم ودعمهم بعدم تقديمهم للمحاكمة وعدم مطاردتهم ومصادرة أموالهم المنقولة وغير المنقولة وأموالهم المودعة في البنوك العالمية حتى لعوائلهم وأقربائهم في حالة كشف الفساد ومطالبة الحكومة العراقية أو الأمريكية بمحاكمتهم وملاحقتهم في المستقبل ... يتبع مع المزيد من الأحداث والوثائق الخاصة بالفساد...

Health and Environmental Catastrophe in Iraq

What can be done?

“Iraqi women giving birth in Basra, no longer ask, if it is a boy or a girl, they ask, is it normal?” This is the assertion made by an Iraqi doctor in Basra’s main hospital on the film ‘Deadly Dust’.

An extract of the hour and half documentary regarding the effects of Depleted Uranium (DU) munitions on Iraq used in 1991 and 2003 US wars on Iraq was shown at the Brunei Gallery on the 3rd March 2008.
The public meeting at SOAS, organised by Solidarity for an Independent and Unified Iraq (SIUI), was attended by 150 people.

It is widely believed that the US forces used 350 tons of Depleted Uranium munitions on Iraq in 1991 and 1000-2000 tons in 2003.
In a report in Arabic dated 25th Feb 2008 Dr Jawad al Ali of Basra teaching hospital who has been studying and monitoring the effects of DU on public health, said that the rate of cancer in Basra has witnessed a dramatic increase compared to 10 years ago. Today it stands at 70 cases for every 100 000 people.
Dr Al Ali had also revealed in a report published in Asharq Al Awast London based newspaper last November, that 70% of cancer cases could be helped but are not, because of lack of equipment and medical supplies. The patients end up dead, even if their cancers were detected early and the prognosis of their case is good.

The successive occupation Iraqi governments have kept silent about this subject, but recently Nermin Othman, the Environment minister in the current government, broke the silence, by stating "there are 350 contaminated locations in Iraq due to US bombing." However she also stated on Al Alam TV last month, that her ministry’s function is ‘purely educational and has no authority’!

Nicholas Wood an Architect by profession, who has written a book on Iraq and has a great deal of knowledge and interest in the issue of DU, said “I am satisfied that at last a London audience has managed to see part of this very important documentary about the consequences of these deadly weapons. The officials in the British and US government are in denial about the issue of DU. Depleted Uranium particles will continue to make civilians fall sick and die for thousands of years to come unless something is done about it. The sooner we break this denial barrier the sooner we can do something to save the future generations of Iraq.”

Dr. Doug Rokke, a US Army Health Physicist and a Nuclear Medicine Sciences Officer, has little doubt about the harm done by Depleted Uranium munitions. Click here to see his testimony on the subject.

The European Parliament voted on a moratorium on the use of DU munitions in the wake of successful cases of compensation in Scotland and Italy.

This film showing and discussion was part of the programme of an event entitled ‘The Heath and Environmental catastrophe in Iraq, what can be done?’ organised by SIUI.

Mundher Adhami an Iraqi academic, who spoke about possible interim solutions in order to contain the problem, said “This is a catastrophe of immense dimensions.
The Deadly Dust documentary shows that areas around Baghdad, Arbil and according to Dr Kadhum al Muqdadi even parts of Najaf, are now contaminated by radio active materials. These are areas that apparently did not get direct hits by DU weapons in 2003 war”.

This can only mean that we now have the possibility of radio active particles are being carried in the dust storms from one part of Iraq to the other. These minute particles can be breathed in, ingested or they could contaminate the soil and water table and enter the food chain, spreading about sickness and death all over Iraq.

“Urgent action is therefore vital, to contain the contaminated areas and prevent the continuation of the spread of radio active pollution with all its deadly consequences.” said Haifa Zangana who chaired the panel addressing the SIUI meeting at SOAS.

“The onus is on the user of DU to prove that it is safe and it is their responsibility to contain and clear up the contamination”, said Marion Birch of MEDACT

Lubna Samara an activist with Arab Media Watch spoke about Israel’s use of unconventional weapons on Palestine and Lebanon.
Lubna’s report started with the Israeli deliberate poisoning of the water wells of Acre with Typhus germs in 1948 to the use of White Phosphorus on the civilians in the 1982 Israeli war on Lebanon, to the use of DU munitions and cluster bombs in the summer of 2006 Israeli war on Lebanon.
Not forgetting the Israeli use of biological agents in confrontations with Palestinian civilians taking part in peaceful demonstrations.

The parallels between Israel’s and the US’s strategy of using weapons of mass destruction that violates international humanitarian law in the region are glaringly obvious for all to see.

Marion Birch the executive Director of MEDACT, a charitable organisation concerned with the effects of wars and conflict on the ‘Right to Health’ for the civilian population in the affected areas. ‘The Right to Health’ is enshrined in international law as an inalienable right for every man, woman and child all over the world.

In 2002, MEDACT warned against the dire consequences for the Iraqi people if the war on Iraq was to go ahead. Iraq’s health infrastructure was already in a fragile state because of sanctions and a previous conflict.

MEDACT is critical of the CPA’s management of the health system, sending experts with insufficient prior knowledge of the region but with an agenda for privatisation, failing to protect and re-establish health facilities, failing to set a good precedent and set good standards, by allowing the looting the hospitals and clinics.

MEDACT’s report Rehabilitation under Fire launched on the 16th January, paints a grim picture for the civilian population of Iraq. It states that up to 75% of Iraqi health professionals have left their jobs since 2003.

Ms Birch expressed concerns that the terms of the Geneva Convention have not been adhered to and the neutral space for health workers and health care services have not been/ar'nt respected.
She called for the protection of Iraqi health professionals, health facilities and provisions.

She also called for the protection of the personnel collecting data for the sake of an overall and continuing assessment of the health sector in Iraq. Without a system that collects this information on a regular basis, it is very difficult to determine the immediate needs and to plan and put in place strategic policies for the health sector in Iraq.

One factor that can undermine a fair assessment of the situation of the health sector is the politicisation of health information.
“Surveys based on random cluster samples, have long been accepted by governments the world over. It is therefore puzzling to see the initial rejection of the Johns Hopkins Bloomberg School of Public Health’s mortality surveys (Roberts et al & Burnham et al) published in the Lancet”.

Alternative surveys in order to ascertain the number of casualties in Iraq could have been used constructively together with these to reach the most accurate picture.

MEDACT believes the Iraqis should be assisted in rebuilding their health system while being given the space to decide what sort of health system they want.

A recent report released by the Iraqi government quoted by IRIN states: “Since the US-led invasion in 2003, 618 medical employees, including 132 doctors, as well as medics and other health care workers, have been killed nationwide, according to figures from the Iraqi Health Ministry released earlier this year.”

The above mentioned report quoted by IRIN, states “Baghdad a city of 5 million people, has no neurosurgeons”.

Activists in the Brussel’s Tribunal have meticulously documented what can only be described as a deliberate effort to empty Iraq of its doctors and health professionals, through a campaign of assassinations, arrests and threats of violence.

According to Iraqi government sources and also the Oxfam report released on 30th July 2007, bureaucracy and rife corruption cripple health authorities and medicine distribution.

“KEMADIA, the state-owned medical supply company, is unable to provide for the hospitals and primary health-care centres. Of the 180 hospitals countrywide, 90 per cent lack key resources including basic medical and surgical supplies.
Like many government institutions, KEMADIA has been crippled by bureaucratic, centralised management and a lack of distribution capacity, while accusations of corruption and sectarian influence have eroded people’s confidence in its ability to deliver.”(Oxfam, page 11, Rising to the humanitarian challenge in Iraq).

During 2006 and 2007, under the watch of ex Health minister Ali Al Shumari, now an asylum seeker in the US, Iraqi hospitals became arenas for the sectarian score settling. Despite the overwhelming evidence against minister’s aides for orchestrating the violence, they walked out of court free men due to witnesses intimidation and the Iraqi government’s failure to guarantee their protection.

This meeting did not just highlight problems but it also offered possible ways forwards. In the case of the health service crisis, Nicholas Wood illustrated in a short film how easy it is to get hold of medical supplies, such as oxygen masks, baby incubators and even a mobile hospital!


Nicholas has been campaigning since he had seen a channel4 Dispatches TV documentary called ‘Iraq’s missing Billions’ on the hospital of Diwaniya , where two days old twins died because of the lack of Vitamin K, a £0.95 canola and a £1.50 infant’s oxygen mask that could have assisted the baby’s breathing.

Mr. Wood has been instrumental in organising the open letter to Tony Blair signed by 100 senior British health professionals calling on the British government to rise up to its legal and moral obligations under the Geneva Convention.

On the subject of Depleted Uranium contamination in Iraq, both Nicholas and Mundher Adhami referred to the UN Environmental Department’s suggestions to deal with the DU contamination in Bosnia, as an interim measure.

A short film was shown :"DU Crisis in Iraq spraying a possible solution? . "
This illustrates how an old oil spill from a pipeline in America left the sand still compacted to 60 cm deep after a twenty five year period, and that the sand remained water repelent. The film suggests that, in Iraq, if oil was sprayed on purpose on the highly contaminated sand round abandoned tanks, it would stop some of the radioactive sand blowing about in dust storms , and reduce to some extent the projected resulting cancers and birth defects ( projected at up to 7 million cases in ten years) .

It also showed how bitumen spray is used today to protect sea walls in the Thames Estuary, and how this technique could be used to cap dumps of bulldozed contaminated sand, and throw rain water off the mound preventing it soaking DU into the ground water run off. (Bricks stuck together in Babylonian times still have intact bitumen joints) Sticky bitumen sprayed on tank hulks would also prevent children playing in them and contracting radiation damage and Leukaemia.

Haifa spoke briefly about the systematic deforestation, cutting down of orchards and burning down of vegetation in Iraq, a practice comparable to the uprooting of citrus and olive groves in Palestine. Haifa said “the official US army websites and military blogs, mentions so called 'Controlled Burn', as if it is a great service to the people of Iraq! It is done with relish, one marine, describes the sound of burning as if it is ‘an orchestra playing a piece of music’.
No mention of the environmental damage and devastation caused to the farmers tending these groves and orchards.

After all the contributions from the speakers on the issue of health and environment, there was a lively discussion about raising the public awareness on the dire health situation in Iraq and the importance of organising similar meetings in universities up and down the UK. An online petition was suggested as one of the ways forward.

Amongst those present at the meeting are Iraqis and non Iraqis who were friends of the well known Iraqi woman artist, Nuha Al Radhi. Nuha died of cancer in August 2004, she was convinced her illness was linked to Depleted Uranium.

The final speaker was Jonathan Stevenson of Iraq Occupation Focus (IOF) on the important campaign of ‘Justice for Iraq’.
The UK government talks about withdrawing British troops, though the word ALL is never mentioned.
Gordon Brown, the British prime minister, pretending to distance himself from the Blair era and putting himself forwards as the leader who will slowly but quietly withdraw from Iraq and that will be the end of the matter!

IOF has formed a working group for the campaign: Justice for Iraq and has put together
a document detailing the obligations and responsibilities of the protagonists of this illegal war and the reparations they have to pay the Iraqi people. Withdrawing the troops and all the private security personnel (mercenaries) should only be the beginning. An end to this hated occupation and the eradications of all its manifestations must follow, the rule of International law must be restored.

From the angle of the photo, it is possible to calculate that the complex is being built at E 396388 N 3785995 (UTM Zone 38 North) or Lat. 34.209760° Long. 43.875325°, to the west of the Malwiya (Spiral Minaret), and behind the Spiral Cafe.
While the point itself may not have more than Abbasid houses under the ground, it is adjacent to the palace of Sur Isa, the remains of which can be seen in the photo. While the initial construction might or might not touch the palace, accompanying activities will certainly spread over it.Sur Isa can be identified with the palace of al-Burj, built by the
Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat.
Samarra was declared a World Heritage site by UNESCO at the end of June. The barracks could easily have been built elsewhere, off the archaeological site.--
