Report: Raids and arbitrary arrests Feb 2012


اكد قسم حقوق الإنسان في هيئة علماء المسلمين ان الاجهزة الحكومية المختلفة نفذت في شهر شباط المنصرم ( 177 ) حملة دهم وتفتيش ظالمة اعتقلت خلالها (1178) مواطنا بريئا، بينهم (11) أمرأة .

 واوضح القسم في بيان اصدرته الهيئة اليوم ان حملات الاعتقال الجائرة التي طالت ( 14 ) محافظة، نالت محافظة ديالى النصيب الاكبر منها حيث شهدت اعتقال (335) من ابنائها، تلتها محافظة نينوى (188) معتقلاً، ثم صلاح الدين ( 181 )، فيما توزعت الاعتقالات الاخرى بواقع ( 145) في العاصمة بغداد، و(117) في محافظة ميسان، و ( 54 ) في بابل، و ( ( 50 ) في البصرة، و ( 39 ) في الانبار، و ( 27 ) في التأميم و ( 17 ) في القادسية، و ( 11 ) في واسط، وستة معتقلين في كل من ذي قار وكربلاء ، فيما شهدت محافظة المثنى اعتقال اثنين من ابنائها .

وأكد البيان ان هذه الإحصائية اقتصرت على البيانات الرسمية التي اعلنتها وزارتا الداخلية والدفاع الحاليتين فقط؛ ولم تتضمن الاعتقالات التي تنفذها ما تسمى وزارة الأمن الوطني، والمكاتب التابعة لرئيس الحكومة الحالية، والتي يجري التكتم عليها عادة، كما انها لم تتضمن الاعتقالات العشوائية التي تقوم بها الميليشيات والأجهزة الأمنية الكردية بمسمياتها المختلفة في محافظات ( ديالى والتأميم وصلاح الدين ونينوى، والسليمانية وأربيل ودهوك ).

وفي ختام بيانها حملت هيئة علماء المسلمين، حكومة الاحتلال الخامسة مسؤولية هذه الاعتقالات التعسفية التي حولت حولت العراق الجريح ـ وبشهادة العالم أجمع ـ إلى سجن كبير ترتكب فيه أبشع الجرائم باسم الحرية والديمقراطية المزيفة .. مجددة مطالبتها للهيئات والمنظمات الدولية المعنية بحقوق الإنسان ومنظمة التعاون الإسلامي، وجامعة الدول العربية، بالتدخل الجاد لوقف هذه الانتهاكات الصارخة وفضح مرتكبيها، والعمل على اطلاق سراح جميع المعتقلين الأبرياء .

The Department of Human Rights in the Association Muslim Scholars in Iraq issued a report on the Raids and arbitrary arrests carried out during February 2012  by different government agencies : (177) campaign of raids and searches unjust and arrested (1178) innocent citizens, including (11) women   which affected (14) provinces. Diyala province, got the largest share of which witnessed arrest (335), followed by the province of Nineveh (188) detainees, then Salah al-Din (181), while the distributed arrests by the other (145) in the capital, Baghdad, and (117) in the province of Maysan, and (54) in Babylon, and ((50) in Basra, and (39) in the province, and (27) in the nationalization and (17) in Qadisiyah, and (11) in Wasit, and six prisoners in each of the Dhi Qar, Karbala, Muthanna province has seen in the arrest of two sons.

The statement emphasized that these statistics were limited to official data released by the Ministries of Interior and Defense current only; did not include arrests carried out by the so-called Department of Homeland Security, office of the President of the current government, which is being hush them normally, as it did not include arbitrary arrests carried out by militias Kurdish security forces and a spade in the various provinces (Diyala, Tamim, Salahuddin and Nineveh, and Sulaymaniyah, Erbil and Dohuk).

In closing, she carried the Association of Muslim Scholars, the fifth occupation government responsible for these arbitrary detentions that have turned turned the wounded Iraq and the testimony of the whole world into a big prison where the most heinous crimes committed in the name of freedom and democracy fake .. Renewed its demand for the bodies and international organizations concerned with human rights and the Organization of Islamic cooperation, and the Arab League, hard to intervene to stop this flagrant violations and expose the perpetrators, and to release all innocent detainees.

From the angle of the photo, it is possible to calculate that the complex is being built at E 396388 N 3785995 (UTM Zone 38 North) or Lat. 34.209760° Long. 43.875325°, to the west of the Malwiya (Spiral Minaret), and behind the Spiral Cafe.
While the point itself may not have more than Abbasid houses under the ground, it is adjacent to the palace of Sur Isa, the remains of which can be seen in the photo. While the initial construction might or might not touch the palace, accompanying activities will certainly spread over it.Sur Isa can be identified with the palace of al-Burj, built by the
Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat.
Samarra was declared a World Heritage site by UNESCO at the end of June. The barracks could easily have been built elsewhere, off the archaeological site.--
