في إطار سيطرة الاحتلال الأمريكي على المؤسسات الحكومية..عودة المستشارين الأمريكيين في الوزارات

وقعت حكومة الاحتلال الخامسة مذكرة تفاهم مع مايسمى بــ"الوكالة الأمريكية للتنمية الدولية" التي تضم زمرة المستشارين الأمريكيين الذين كانوا يتحكمون بوزارات حكومات الاحتلال المتعاقبة في ظل الاحتلال ويديرونها بمكاتب مرافقة لمكاتب الوزراء أنفسهم.. 

 كما تتضمن المذكرة الموقعة أن تقدم الوكالة الأمريكية الخبرات والمساعدات الفنية لدعم حكومة المالكي في جهودها لتأسيس مكتب لصياغة السياسات العامة للحكومة في مكتب رئيس الوزراء، في تطور جديد للاتفاقية للتحكم بسياسة رئاسة الوزراء ودعمها في حكومة الاحتلال الخامسة.

وأفادت مصادر إعلامية أوردت الخبر اليوم:" إن الحكومة وقعت في مقر هيئة المستشارين بمكتب رئيس الوزراء مذكرة تفاهم مع الوكالة الأمريكية للتنمية الدولية حول تأسيس مكتب للسياسات العامة للدولة في مكتب رئيس الوزراء ".

وذكر بيان لمكتب مايسمى "هيئة المستشارين": أن مدير مكتب رئيس الوزراء وكالة الدكتور (حامد خلف احمد) وقع المذكرة عن الحكومة وعن الوكالة الأمريكية للتنمية الدولية مدير الوكالة "أليكس ديكي"، وبحضور رئيس هيئة المستشارين وعدد من ممثلي الوكالة الأمريكية إلى جانب عدد من الخبراء والمستشارين في الهيئة.

وأضاف: أن رئيس الهيئة (ثامر عباس الغضبان) أكد أنه من خلال هذه المذكرة تقدم الوكالة الأمريكية المساعدات الفنية لدعم الحكومة في العراق جهودها لتأسيس مكتب لصياغة السياسات العامة للدولة في مكتب رئيس الوزراء استناداً على ما نص عليه الدستور.

وأوضح "الغضبان": أن موضوع صياغة السياسات العامة من المواضيع المهمة التي تحظى باهتمام الحكومة ”، مبينا .. أن “هذا المكتب يهدف إلى وضع آليات مناسبة لصنع السياسات بالتعاون مع جميع الوزارات والشركاء على جميع المستويات في الحكومة وتقديمها إلى أصحاب القرار، فضلاً عن ترتيبات التنفيذ وانعكاس ذلك على برامج الحكومة في القطاعات المختلفة وأولوياتها في تنفيذ موازنتها والسنوية.

ويأتي التوقيع على هذه الاتفاقية المشبوهة بين حكومة الاحتلال الخامسة مع مايسمى بــ"الوكالة الأمريكية للتنمية الدولية" التي تضم زمرة المستشارين الأمريكيين ليكشف حقيقة الهيمنة الأمريكية على مفاصل الحكومة، وان الاحتلال الأمريكي مازال هو المتحكم بمؤسسات ووزارات الحكومة كلها، كما تكشف تفاصيل الاتفاقية مدى الهيمنة الأمريكية على الحكومة بدءاً من رئاسة الوزراء إلى باقي المؤسسات الحكومية تحت ذريعة وزعم أن هذه الوكالة "تقدم المساعدات الفنية لدعم الحكومة في جهودها لتأسيس مكتب لصياغة السياسات العامة للدولة في مكتب رئيس الوزراء.
