Letter to the UN re birth defects in Fallujah
وقد قام الطبيب المختص د. كرس بيرنز كوكس، باعتباره واحدا من الاطباء والعلماء وآخرين ممن لهم اهتمام كبير بالعراق، بمخاطبة عضوة البرلمان البريطاني كليرشورت مستفسرا عن هذه الحالة ٠ فكتبت البرلمانية شورت رسالة الى عضو البرلمان البريطاني دوكلاس الكسندر، سكرتير الدولة لشؤون التنمية الدولية، مطالبة اياه بتوضيح موقف الحكومة البريطانية من الاطفال المشوهين في الفلوجة. فاستلمت البرلمانية جوابا بتاريخ 3 أيلول/ سبتمبر 2009، أي بعد يومين من بث برنامج " سكاي تي في" ، من نائب سكرتير الدولة لشؤون التنمية الدولية، جاريث توماس وهو بدرجة وزير ثانوى ، جاء فيه بانه يرفض حدوث اكثر من ولادة اثنين او ثلاثة اطفال مشوهين في الفلوجة سنويا مستخلصا ، بالتالي، بانه ليست هناك مشكلة ٠ الامر الذي يبين تباينا واسعا مع التقارير الواردة من الفلوجة. ففي احدى الشهادات، يؤكد مسؤول عن احدى المقابر في الفلوجه بانه يدفن ما بين اربعة الى خمسة اطفال يوميا، معظمهم، مصاب بتشوه خلقي ٠
وقد بعثت البرلمانية شورت نسخة من هذه الرسالة الينا وهي تتطابق، تقريبا، مع ثلاث اجوبة استلمناها خلال الاربع سنوات الاخيرة، متعلقة بتأثير اليورانيوم المنضب على صحة الاطفال.
ان هذه الرسائل تتوخى الكذب والتزييف وبالتالي تضليل المستفسر بصدد مسألة خطيرة متعلقة باستعمال اسلحة مميتة وفتاكة ذات عواقب مخيفة من قبل القوات العسكرية. وتبدو العواقب واضحة في حال العراق التي باتت النصيحة الموجهة الى نسائها ان يتجنبن الحمل لئلا ينجبن اطفالا مشوهين. كما يؤثر على البيئة على مدى بلايين السنين نتيجة التاثيرالمدمر لاستخدام ذخائر اليورانيوم المنضب والفسفور الابيض٠
اذا، كما قلنا في رسالتنا الى السيد نائب الوزير لوكالة التنمية الدولية، ان الحكومة البريطانية اذا كانت لا تعرف مدى تأثير الاسلحة التي تستعملها ولا تقوم بمسح احصائي للخسائر البشرية بشكل منتظم، فكيف ستتمكن من الحكم بانها تخوض حرباً في افغانستان والعراق بموجب القانون الدولي؟ وكيف تتمكن من معرفة مدى شرعية منظومة اسلحتها التي تبيعها في الاسواق الدولية كصاروخ ستورم شادو، مثلاً، حين تمتنع وزارة الدولة المسؤولة اولا عن تقديراعداد الوفيات والحاجات الطبية للاطفال والبالغين في العراق، عن ذكر الحقيقة؟
نحن نطالب الهيأة العامة للامم المتحدة بالتالي :
1- ان تعترف بوجود مشكلة حقيقية في عدد الولادات المشوهة وازدياد حالات السرطان بشكل غير مسبق في العراق وخاصة في الفلوجة، البصرة، بغداد والنجف٠
2- ان تعين لجنة محايدة تقوم بإجراء بحث كامل في مشكلة ازدياد عدد التشوهات الولادية والسرطان في العراق٠
3- الشروع ببرنامج لتنظيف العراق من المواد السامة التي استعملتها القوات المحتلة بما فيه اليورانيوم المنضب و الفسفور الابيض٠
4- منع الاطفال و البالغين من دخول المناطق الموبوءة لتقليل التعرض لهذه المهالك٠
5- تقصي ما اذا كانت هنالك جرائم حرب، او جرائم ضد الانسانية قد حدثت وعليه الامتثال لميثاق الامم المتحدة ومعاهدات جنيف ولاهاي و ممثلية روما لمحكمة الجرائم الدولية٠

This is in response to your letter on behalf of The Secretary of State for the Department for International Development, dated 3 September 2009, to the Rt. Hon. Clare Short MP , which she has passed to us suggesting we respond.
We find your letter extraordinary and extremely alarming. It is extraordinary in that you claim from your source ( the technical director and a doctor of the Fallujah General Hospital) that the number of foetal abnormalities “did not exceed 2-3 cases a year".
Fallujah is a city the size of Cardiff, with a population of about 350,000. The figures you give are so obviously incorrect, even if Fallujah had not experienced a Coalition attack in November 2004 ( cf enc 12). We find your letter extremely alarming, when members of our group, in contact with gynaecologists and paediatricians in Fallujah, have been talking of three or four abnormalities a day.
Our contacts in Fallujah gave us the following figures from hospital records :-
In September 2009, Fallujah General Hospital had 170 new born babies, 24% of whom were dead within the first seven days, a staggering 75% of the dead babies were classified as deformed.
This can be compared with data from the month of August in 2002 where there were 530 new born babies of whom 6 were dead within the first seven days and only one birth defect was reported.
Doctors in Fallujah have specifically pointed out that not only are they now witnessing unprecedented numbers of birth defects but premature births have also drastically increased after 2003. But what is more alarming is that doctors in Fallujah have said, "a significant number of babies that do survive begin to develop severe disabilities at a later stage".
Your letter follows the pattern of mendacity of previous letters we have received from the British Government on the subject of child health and the use of depleted uranium munitions. As Clare Short says in her Autobiography, “the first instinct of Number 10 is to lie”. The pattern of these letters is firstly to deny there is a problem, secondly to say that UK funds are being given to various organizations, (on inspection the amounts are paltry) and then to lay the blame on “the democratically elected government of Iraq or the Saddam regime ”, ignoring the fact that the UK has been an occupying power along with the USA. We enclose copies of three such letters. (cf enc 8,9,10)
The consequences of your letter are very serious, which you may not realize, as you are presumably only taking orders from your superiors. The date you sent the letter is significant as you wrote it two days after Sky Television News publicly broadcast a film entitled “Deformed babies of Fallujah” which referred to their previous public film of June 2008, also about “Deformed Babies in Fallujah”, especially about a little girl with two heads, dressed in a little yellow dress, who was alive in the first film, but dead by the second. The June 2008 film also showed films of a gynaecologist who said, to camera, that she personally dealt with 1 or 2 birth deformities every day, and an ophthalmologist who said that he was coming across four or five eye deformities every week, and a grave digger in the Sky TV documentary of 2008 (enc 2) in a cemetery in Fallujah who said that he, personally, buries four to five babies a day many of which are deformed.
Now if a Government is so complacent as not to take in information which is 15 months old, and “does not do body counts” when it launches a war against a population that is 50% children, and does not know the effects of the munitions it uses, how ignorant and irresponsible can that government be?
How can Mr Geoffrey Hoon, when Minister of Defence, stand up and say, “I will not compromise my armed forces by restraint”, and “cluster bombs are a legitimate weapon”, and “ Storm Shadow missiles have proved their success in the theatre of Iraq” if he does not know their effect? He is either mendacious or extremely ignorant. How can Mr Tony Blair, with his Faith, defend his war with Iraq if he does not know that in Fallujah there are young women who dare not now risk becoming pregnant?
How can Mr Des Browne, Minister of Defence, defend his policy of not stopping children entering abandoned tanks, if he does not know that the dust inside them is 30,000 times radiation background level, and gives children the most horrendous cancers, leukaemias, and lymphomas? Or not know that depleted uranium has a half life of 4.6 billion years and is blowing all over the country? Again he is either ignorant or extremely mendacious.
How does The Ministry of Defence know not to stop the army using the same weapons in Afghanistan, and causing the same misery and death there, if he takes your advice that there are only two or three abnormal babies born in Fallujah every year?
Your letter makes the whole UK Government open to assessment as to whether they have been responsible for the most grotesque contraventions of International Law and the Geneva Conventions that have occurred in the last two centuries, with consequences that will spread in the future from Arbil to Quatar and Bahrein for ever.
We are sending this correspondence and the Sky Television Films, and the Report on the Prohibited Weapons Crisis to the United Nations General Assembly for its assessment of the war crimes committed.
