كشفت مسؤولة في مجلس محافظة ذي قار عن انتهاكات لحقوق السجينات في سجن بغداد للنساء، ونُقل بعضهن من سكان محافظات بعيدة، مثل صلاح الدين وديالى، الى سجن الناصرية للنساء للتغطية على الانتهاكات التي تعرضن لها برفقة اطفالهن وإقدامهن على محاولة حرق السجن احتجاجاً على الممارسات السيئة بحقهن.وقالت عضو لجنة حقوق الإنسان في مجلس محافظة ذي قار حميدة علي إنها زارت السجن الإصلاحي في المحافظة، الذي يضم نحو 40 سجينة نقل بعضهن من احد سجون بغداد قبل نحو أسبوع. ولاحظت ان"بعض النزيلات تعرضن إلى اضطهاد وتعذيب أثناء وجودهن في سجون بغداد قبل نقلهن كعقوبة إلى سجن محافظة ذي قار"، مشيرة الى ان"بعض السجينات لديهن أطفال تتراوح أعمار بعضهم بين ثلاثة أشهر وسبع سنوات". ولفتت الى تعرض الأطفال أيضاً للضرب، وأن أحد الاطفال تعرض للحرق نتيجة أعمال الشغب في سجن بغداد في وقت سابق.
وأشارت حميدة إلى أن"أعمال الشغب في سجن بغداد حصلت بسبب الضغوط التي تعرضت لها السجينات والاضطهاد الذي واجهنه هناك". ما دفع بإدارة السجن إلى نقلهن إلى محافظة ذي قار". ولفتت الى"تدهور وضع السجينات في سجن ذي قار، لأن غرفه صغيرة الحجم ولا يمكنها أن تضم هذا العدد الكبير من النزيلات"،إضافة الى أنه"يضم سجينات إيرانيات وأفغانيات". وانتقدت حميدة العقوبات المتبعة في السجون العراقية والمتمثلة بالنقل، وقالت إن نقل بعض النزيلات في سجن ذي قار من محافظات ديالى وصلاح الدين وهي أماكن بعيدة من ذي قار، يزيد من صعوبة زيارة ذويهن، ويؤدي بالتالي إلى تدهور الحالة النفسية للسجينات كما هو واضح عليهن الآن".
ولفتت الى ان"الفساد الإداري مستشر في سجن الكاظمية للنساء في بغداد"، مشيرة الى"إدخال بعض الحارسات الحبوب المخدرة للسجينات فضلاً عن التهاون في إدخال الممنوعات.
وأكدت عضو مجلس ذي قار أنها خاطبت الأمانة العامة لمجلس الوزراء ووزارة العدل ووزارة حقوق الإنسان في هذا الشأن، وطالبت بمعاقبة السجينات، في حال حدوث أعمال شغب، بـ"حجرهن في بغداد وليس نقلهن إلى محافظات بعيدة، خصوصاً الأمهات منهن والمرتبطات بأولاد وعائلات".

We women of Tadhamun condemn the persisting practice of arbitrary arrests by the Iraqi security forces. We condemn their arrests of women in lieu of their men folk. These are 'inherited' practices. We are alarmed by credible media reports of the Green Zone government’s intentions of executing hundreds of Iraqi men and women.

From the angle of the photo, it is possible to calculate that the complex is being built at E 396388 N 3785995 (UTM Zone 38 North) or Lat. 34.209760° Long. 43.875325°, to the west of the Malwiya (Spiral Minaret), and behind the Spiral Cafe. While the point itself may not have more than Abbasid houses under the ground, it is adjacent to the palace of Sur Isa, the remains of which can be seen in the photo. While the initial construction might or might not touch the palace, accompanying activities will certainly spread over it.Sur Isa can be identified with the palace of al-Burj, built by the Abbasid Caliph al-Mutawakkil, probably in 852-3 (Northedge, Historical Topography of Samarra, pp 125-127, 240). The palace is said to have cost 33 million dirhams, and was luxurious. Details are given by al-Shabushti, Kitab al-Diyarat. Samarra was declared a World Heritage site by UNESCO at the end of June.
